Mr. Garrett, in his address to the Baltimore and Ohio Railroad Company the other day, made arather rose-colored exhibit of the in- crease of the commerce of Baltimore, but the Go-ette points out that with that increase there as not been s general increase ef prosperity. ‘Trade has been for the past eighteen months unusaally dull, in many respects, worse even than ip i861. Rents have declined, prices have been lower, sales have been fewer than usual, and there has been, for a long time past, great complaint that the stagnation of the ordinary trade of the city has been most oppressive. ‘This, no doubt, was owing, in the first instance, io the natural decl:ne from war to peace prices, and this winfer is due, in a great measure, to the impoverished condition of Virginia aud the disasters sustained by the flood, and partly to the low price of cotton in the southern States: | For, after all, as the Gazerte says, ne matter | what the western connections may do for Bal- timore in the future, it is the southern ones which sustain it im the present. Also that paper proceeds to enumerate as among the needs of Baltimore, comfortable prevision for travellers, and suitable accommo. lations for them when they reach there; a tloat- ing population to give life and activity to the streets, to sustain retail trade, and to support places of amusement. ‘Thee are alvo the needs of Washington and | to these may pe added one that Baltimore has «pplied for hersel’, and that is manufactures. The glass works, for instance, recently established here through the enterprise or Mr. Purdy, are turn- ing out glass ware at prices less than they can be purchased elsewhere, and yet the proprietor has the complaint to make that he cannot find customers in Washington for bis wares, and is obliged tosend them to Baltimore forsale. Very likely our Washington dealers will purchase them there at a considerable advance, just as a citizen lately purchased a Washington-made car- rage in a Philadelphia establishment at a large advance upon the price here. We must learn to encourage our own, if we want to build up manufacturing enterprises calculated to make the city somewhat independent of government business for eupport. What Strengthens a Party? Simple minded persons have long. supposed that an honest and faithful administration of public affairs was a good thing, even from a party point of view; bat according to the New Vork Commercial advertiser it is not. Comment- ing on the appointment of Gen. Pleasonton as commissioner of internal revenue, that paper says: He is a well informed man and has no taint onhis character.
