EVENING STAR. Largest ¢ ireation ion in the District WASHINGTON Orry: FRIDAY... -December 9, 1870. © visiters will Le received by the President on Cabinet days. (Taesdayeand Fridays,) nor will they be received on other days until after | Mck THE HOLIDAY TRADE. | Dany people are getting in the way of making | their purebases of holiday goods before the Tush commences, both for convenience and in order to be able to satisfy taste and judgment | im making selections; and in order to accom- modate this class of purchasers, some shrewd dealers in Christmas gifts now prepare thei: shelves and make their snnouncements some- what in advance of the rezular holiday season. Advertisers of this class are already presenti: tractive cards in our advertising columns, and others will doubtless follow their sensible | | example, in order to catch this early trade. We propose to give advertisements of this kind a conspicuous position, and to call due attention to them otherwise, and therefore dealers will | find it greatly to their advantage to be repre- sented in this holiday directory. In the suitof the State of Maryland against the Baltimore and Obie Railroad Company for one-fifth of the receipts for passenger travel on the Washington branch, on trial in Baltimore for several days past,a verdict was given to- day for the defendant, and the court decided that the tax on passengers was unconstitutional, and that every passenger who has paid fare ! could recover from the company one-fifth of the amount so paid. seee- Very Coot.—The Washington and George- town horse railroad, it is understood, wiil shortly memorialize Congress to anthorize the inerease of fare, to six cents on the ground that under the existing law it isnot | possible for the company to declare even the al est dividend This is the coolest thing yet. ‘The railroad company certainly oughtto go into the ice business. There would be no more com- plaint of short creps. Why, it is searcely two weeks since the company declared a dividend equal to an annual dividend of above ten per i cent.! Let them go abeai, however, and ‘-me- morialize."” From what we hear, there will be some pretty lively talk when the question comes | up, and perhaps the company will‘ hear somes thing to its advantage,” as considerable feeling is expressed by some of the members at the im podence of the Chatham street gentlemen in pposing that they can buy up Congress by the vation of tree passes. The Assessor of Internal Revenue for this Disirict is ut toenferce the law requiring all persons who buy and set! farmers’ prodac- tions to take out a license as produce brokers. | ‘This is in accordance with a recent decision of | the Commissioner of Internal Revenue sustain- igment rendered by Judge McCandles: some appeal was taken. It will be remembered that i the assessment ef this special tax was made | Spon cur market men about one year ago, but | through the eflorts | ef th unsel for the parties interested until some concinsion was arrived at by the Commi+- | as to ¢ construction of the law. Mr. Hamlin has probably earned the right, by bis long and faithful service, to be released from the drudgery of committe work; but we may say that, though old in public lite, and perhaps somewhat advanced in years, he is soung in spi elastic, bright of eye, and erect ef port atter a sort that his juniors by twenty years might envy. Mr. Hamlin belongs to the men of the past—of good pres. | figure, large lungs, and a capacity to | { a Senatorial chair with dignity—the | Bentons Websters, Mangams, Berriens, ‘or Anthony Cor- t These sturdy, stately person- he past are being replaced, for the most | . by nervous, lean, active, long-barreled, men, who sit on the smal! of their | backs in a collapsed condition, sadly detracting | from Senatorial dignity. We never see a Coe- gressman thus doubled up in his seat without | position te call upon Mr. Pillicody’s ¥ to “rouse him” with a sharp pin. | te ‘The Director of the Mint in his annual report *s bis recommendation of Last year for the adoption of a silver currenes “for change,” Feuet the postal or small note currency, as an | important adjuvant to a general resumption of ie payments. His recommendation is in | substance, that, without waiting for the resump- tion of specie payments.Congress shall authorize the issue, silver coins of the denomi- and fifty cents; At of the proposed coins be tof the corresponding present enes3 should be pre- in other words, those coins to be of ¥ with the present silver coinage; ey be issued (0 4 limited amount, ade- the real wants of the com- im exchange for United States notes, in- ¢ the fractional currency, and be male a tencer to @ smal! amount, say five or ten at once, of Cheap Pestage Versus the Franking | Privilege. The people of the country have heretofore ~hown no very strenuous interest in the question of the repeal of the franking privilege, but ‘ately the advocates of that reform have rein- torced their arguments in its favor by one that appeals so directly to the interests of every man, woman, and child in the country that we ~hall leek to see a new impetus given to this movement, that will sweep everything before '. This proposition comes up in the House mu the shape of an amendment offered y Mr. Hill, of New Jersey, to the post otice bill, designed to reduce the rate of letter post- age from three to two cents per ounce, and which proposition Mr. Hill fortities by the as- sertion that Postmaster General Creswell will favor itso soom as the franking privilege shall Lave Leen abolished. It will be remembered that the Postmaster Gencral, in his report, in $0 many words that the franking priv- lege alone stands in the way of a reduction ot {be postage on letters to two cents. He says: “It letter Postage could be reduced from to two cents, | am sure that the increased correspondence thereby stimulated tew years com or any temporary lossof reverue, and many mistakes and vexatious delays would be avoided by the uniform rate for all distances would thus be establish ', however, of securing any farther duction of letter as ‘@ the franking Privilege shall eee & pate Ge Ths isa very astute piece of strategy on the Ppartot Mr. Creswell. He has fought sturdily for the abolition of the franking privilege—that | rmet terribie incubus upon his department,—but ali in vain so long as the mass of the people were inditferent, and the Congressmen had a direct active interest in maintaining that privilege. Conciasion Yesterday's Proceedings. )USE.—After our report closed—the bill to revise the postal laws being under considera- tion— Mr, Welker moved an amendment to it allow- ing the tree interchange of newsp and magazines, and the circulation of weekly papers within the county of their publication. Penling the vote on it, Mr. Niblack intro- duced a bill torepeal the act of May 51, he to enforce the rights of citizens of the United States to vote in the several States. Mr. Batler nm) ) Peas notice that he would ov Tuesday next ask the House to consider the general amt bill. The death Robert Ridgway late member from Virginia, was announced, and remarks eulogistic of his Character were made by Messrs. enzie, Brooks (New York), Maynard and Booker. The House then adjourned till Monday. +22e- ——____ The fishery question has been rather a scaly One of late, but the Kanucks seem particularly hostile to the President's message, objecting to what they seem pleased to term its “ stand and Our friends across the border should possess their souls in patience, for Gen.
