That circumstance is the fact that when the proposition to grant a charter for a corporation to build the road was before Cengress, that body was urged not to confer so valuable a franchise unless the city could receive some benefit therefrom, as was the case im all other plates, where parties re- ceiving such priv§eges are always glad to render aS substaptialequivMent. Infurtheranceof this view a prominent and responsible citizen of Washington ofered, on condition that the charter be granted to himself and associates, to pay inte the city treasury, in perpetuity, the interest on one million dollars, or $60,000, an- nusily, with such bonds to secure its payment as the Mayor and the Common Council might require, and an additional lien on the rpad, its franchise and equipments.
