We bave pointed out to the railroad company | repeatedly that they have nothing to gain and | everything to lose by invoking the ill-will of the community to the extent they have done in | retusing to pave their tracks. As an instance in point, and as illustrating the feeling aroused by their selfish course, we may mention that the project of establishing an omuibus line on Pennsylvania avenue was discussed among some of our business men this morning, and in a few minutes’ time the money necessary to put it im operation was guarantied by parties of en- tire responsibility. or Test, eam tae GUaNEp repnention te | the establishment of this omnibus line 1s un- doubtedly the refusal of the railroad company to assume its share of the burden of improving the avenue, for which business men and citi- zens are taxed so heayily, yet the parties who tavor the project are cool-headed practical men who believe that it will pay. It seems a new style of omnibus has come into use, which by ts convenience and comfort, is proving a for- midable competitor with street cars for travel, | It is bung low, and is therefore readily accessi- | bie, and it has one great advantage over the street car im being able to take up passengers from the sidewalk instead of from the middle of the streét. Ladies, for instance, could step ary-shod from the curb into one of these omni- buses, imstead of being compelied to wade, | through the mud and filth of the unpaved rail- | road tracks. On smoothly paved streets these omnibuses are said to run with leas jar than the street cars, and are every way more desirableso far as cleanliness and comfort are concerned. For the present it is proposed to run them be- tween the Capitol and ivth street, and they would quite certainly get the cream of the travel on this great thoroughfare. +oee- A General Enrepean War Threatened. England seems to be decidedly perturbed by the attitude of Russia; regarding the announced purpose of that country to ne longer observe the treaty of 1856, touching the neutrality of the Black sea, as a menace to all the parties to that treaty if they dare interfere with her against Turkey. It is argued that Rassia would tot formally repudiate the obligations of that treaty, unless she was able to bring into the field a force sufficient to drive the Sultan out of Europe; and it is asserted that for the purpose of this great enterprise she is allied with Prussia, the understanding being that the Czar is to allow King William to do what he likes with France, while Germany gives her consent to the overthrow of Turkey. Mr. Russell who hasbeen sent by the English Cabinet to Versailles, has been instructed to inform Count Bismarck that England, Austria, and Italy will unite to resist any violation of the treaty, and it is intimated that the English ambassador at St. Petersburg 4s to demand his passports if Russia persists. It is certain that Russia has been rapidly changing her old fashioned muskets for breech loaders, and there would seem just cause for alarm al- 1 em we DE PATER, PHILIPPE & Sie mere though she disclaims any intention to conquer and annex Turkey, but says her purpose is simply to free the navigation of the Black sea from the restrictions imposed by the treaty of Yaris, and to emancipate the christian nationali- ties in Europe from Moslem control. A general European war can hardly fail to result if she pushes her real designs in the east. see. STRIKES AND ARBITRATION.—Mr. Arthur J. Mandella, a member of the British Parliament, who was lately on a visit to this city, lectured before a large audience, principally of working nen, in New York on Monday night, taking for bis subject “Strikes, arbitration, and the civil service in Great Britain.” Although a large manufacturer, bis views in reference to labor interests coincide with those of Mr. Thomas Hughes, also a member of Parliament, and known asa frend of the working men, in his lecture in New York, quoted in Taz Star a tew weeks ago. Both speakers tendered the same advice regarding co-operation and arbi- tration, and beth, we believe, were active in establicbing the Boards of Arbitration in Eng- land which settle disputes between empioyers andemployed. Mr. Mundella confirms the re- ports lately made by others of the good these boards and the co-operative system are doing in England. He said “the spirit of intelligence and the growth of co-operation, arbitration, and indastrial partnerships are raising the condition of the workmen, making more pleasant the rela- tions betwixt the employer and the employed, narrowing the area of strife, and rendering strikes lees frequent and less aggravated.” He spoke at some length of the scheme of national education in his country as dving mach for the working men, and while commending our system, thought the great fault of it was in not making edacationcompuisory.
