It must be admitted that immediately | upon the retirement of Mr. Cox the weitht of popvlar «ympatby was with that gentleman, be- | cause by one means and another the public was | led to believe that he was male a martyr of on account of his devotion to the principlcs of civil service reform and the enlightened and humane | inally adopted by the admini:- upon both of wich measures it was represented that the President had turned his back. ‘The truth now turns out to be, however, that the reforms alleged to have been introduced in the Department of the Interior by Mr. Cox were nothing more than the practicas required by law, and which have obtained in the other De- partments for many years past, and that the Indian policy, which was the President's own measure, and not that of Mr. Cox, isto be carried out to the end, or unti! a better one can be de- vised. These simple facts, taken in connectron with the partisan position assumed by the late Secre- tary in regard to the MeGarrahan-N dria scandal, leave the champiuns of that gentleman very little ground tostand upon. Particularly does the impartial and dignided stand taken in the matter by the President gain favor with the public, when contrasted with the special plead- ang of bis faithless Secretary, and the more the whole subject is discussed and analyzed the Stronger will be the hold of the Executive on the Learts of the people. 1 The Commissioners Won't Accept the Cobbiestoue. We are happy (o state that the Commissioners for the Avenue Pavement—Secretary Delano, Mayor Emery, and Gen. Michler—have notified the Washington and ‘ieorgetown Railroad Com- pany that the cobblestone nuisance will rot be accepted by them as legitimate pavement, and that the company must pave their tracks to cor- respond with the rest of the street. it seems, however, that the railroad company propose to relay with cobblestone in defiance of the Commissioners, and of public opinion- Let us see now if this arrogant seltish, monopoly can override the law and the general interests of the community in this matter. The Commis- s.oners, we take it, are not the sort of men to be midated by the company inte the abandon- ment of their duty. That duty is plain under the law of Congress, which provides that they shall have Pennsylvania avenue paved in “the best and most substantial manzer” and that the pavement on the railroad tracks “‘shall be made to their satisfaction. 02+ Chief Justice Chase has written a letter to Judge J.S.
