Tn “Reading Matter on Every Page. _ WASHINGTON OITY: --Mevember 1, 1870. ‘The action of the an railway company in refusing to pave its share of Penusylvania av- enue, xs contemplated by the act of Congress, is likely to bring up the whole question in a new aspect, and the indications now are that it will finally reach the courts unle’s the commission under whose supervision the work is done proves eqtial to its duty, and at once forces the com- pany from its ariozant position. Leading busi- hess men are already taking steps to resist the payment of the assessment to meet the erst of the work unless the law on the sabject is fairly executed in all its parts, and the property of corporations placed on the same footing as that of private individuals in respect to the character and cost of the improvement. This ground seems tenable, and we under- stand it is the opinion of good lawyers that the tax cannot be collected if a discriminat on is made in favor of one or against another class of persons or property. At any rate, if the issue is tovced upon them by the action of the company or the laches of the commission, those interested will spare no eiturts to seeare their rights in the premises, and we cannot but think their efforts will prove successful in : »m2 form it made with the vigor aud unity now promised, Justice to the citizens of Washington, to the people of the country at large, and to the gen eral government alike demand that the princi- pal thorougnfare of the nat.onal capital should be put in 8 decent and respectabte condition; and if any seltish interest or corporation stands in the way of that consummation, such obstacle must be removed. If, through the strength of its own stubborn will or the supineness or weak- ness-of the gentlemen composing the comnuis- sion, the street railway company succeeds in overriding the public interest and defeating the plain intent of the law, then measures will be taken at the mext meeting of Congress to Dring it toterms. It must’ be that when all the facts in the case are made known to that body it Will imsist that the company shall either pave its portion of the street as private citizens are required to do or remove its track therefrom. «see.
