They design,’ it seems, to retain the presé¢nt Cobblestone arrang>ment, and certainly nobody will honor this nuisance with the name of “ pavement.” The company sake a great mistake in taking this course. Wher the avenue is smoothly paved with wood on ite sides, their central strip, with its réugh | cobblestone abominations, will be each an in- congruity—such a trap for mud, filth and dast— | such an inconvenience to those crossing the |- street, either on foot or in carriages—that the company will be loaded down with a weight of Public odium they can hardiy afurd to carry. ‘Ibe company, it seems, maintain that they can retain the present cobblestone under the pro- visions of the law authorizing the paving of the Avenue. As we have said, it will be wretched licy, in any event, for them to keep up the tone nuisance all along the middle of Pennsylvania avenue; but we hold that they cannot do it under the plainest constraetion of the law. It is am insult to Congress, to bogin with, to assert that, in passing a law appointing a commission ‘to select and determine the best kind of pavement to be used in paving Penn- sylvania avenue, and to have said thoroughfare paved therewith from the northwest gate of the Capitol grounds to the crossing of Fifteenth street,” that body intended to allow the railroad company to maintain a strip of the wretched cobblestone nuisance the bill was intended to abate, twenty-two feet wide, along the middle Of the street through tts éntire length! But let us see what is the wording of the pro- visions under which the company expect to es- cape from paving their portion of the street.
