_EV END Largest Circulation in the Distries METEOROLOGICAL OBSERVATIONS, Novemngr 3,7 a. ™. Rain tall. State of weuther CROSBY 8. NOYES. Editor, jovember 3, 1870. giveus adis- lef Gf man’s relaionship to The water-carts on the Avenue in keeping the dast down to sore extent on shfare when the air is not in motion; bat in times of high wind the dust is swept cown from the side streets in such volames as to make any attempt to keep it under on the Ave- nue quite futile. What is needed is some more general system of watering ths streets of the city, and to this end a suggestion has been made to us that we think a good one. ‘This is to have a watering department in connection with the fire department. The expense would be but trifling; no addi- tional employes would be needed, and all re- quimte would be the purchase of a water cart and additional horse for each engine house. Each company could easily water the city over a radius of from half a mile to a mile fromthe engine house, and thus all the principal streets in the city could be kept amply watered. The employment thus given to the firemen would really be a relief to them from their present enforced idleness. Formerly the tiremen were paid a small salary, and allowed to occupy themselves when not required for duty, in other ways; subsequently their salaries were raised, and they were required to give their whole time to their duties. But to “put in” all this amount of time attheir engine houses must require an amount of loafing not a little irkeome to hardy, active young men, such a3 make up our fire companies. Now, their employment in the work of water- tng the streets would seem to be just the thing. ‘Their time, which belongs to the city, will be utilized, and a great public advantage gained, while at the same time their own special daties as firemen will suffer no detriment. They will be employed in the immediate vicinity of their engine houses, and ready to attend a tire ata moment's notice. We find, by conversation with Commissioner Dubhnt, one of the most intelligent and efficient officers we have ever hadinthe Fire Board, that he is of the opinion that the plan of em- Ploying the firemen for the work of watering the streets is entirely feasible. Now, will not the Mayor and the Councils take the matter in hand and see if the dust cannot be laid in the manner proposed ? eS The bombarament of Paris has not yet been entereJ epon, despite the repeated announce- ments fixing the exact day on which it was to be commenced. And when the fire is opened it will probably not be with the dramatic effect anticipated. The ‘hell of fire” will, in the first instance at least be directed, not upon the city, but cpon the forts constituting the defences of Paris. By the declarations of Bismarck and by a semi official publication in the Staatsancieger ot Berlin, it would appear to be the purpose of the besiegers to make a concentrated assault upen a few of the advanced forte, and when these are taken to menace the city with a direct bombardment. The opinion is expressed in this offcial pablication that when this advance has been made ‘‘the steady decrease of provi- sions, and the progressive disorganization of society alone may be regarded as guaranteeing ultimate surrender.” In the interests of humanity and of civilization it is to be hoped that the beautiful city with its swarming popa- yation of nearly two millions may not be sab- jected to the horrors and destruction of a bom- bardment. ——+.ee- _____ A rather important decision has just been made in New York in the case of Joseph D.
