EVENING STAR. Largest Circulation in the Distriet __chosers S. NOTES. “Reading Matter on Every F: WASHINGTON or TY: TUESDAY November 1, 1870, ‘There is ene branch of their charge of which our city authorities —whether the Mayor, the Superintendent of 5 ete» or the Ward Commissioners, we are not able to say.—are reprehensibly negligent and remiss. We refer to the condition in which streets and side-waike are allowed to remain whenever it is found necessary to disturb their surface for any purpose by property-owners, plambers, city- covtractors, or others. There is scarcely a are in the city in which one or more obstruc- tions to travel in the shape of unsightly ditches and ridges may not be found, both in carriage ways and side-walks. that any person is at liberty to tear up astreet or footway at any time, and for any purpose, without any obligation to restore it to its origi- nal smooth and solid condition. The result is that nearly every thoroughfare in the city is dis- Ggured by eruptions of this character, which are alike obnoxious to the eye, destructive to vehicles of every class, and dangerous to pedzs- trians,—particularly after nightfall. ‘This is all wrong. No person should ba allowed todisturb for any purpose the surface ity In the dis Of any road of foot way, except upon the express ! condition that the same shall be immediately restored to at least as smooth and tirm a state as that in which it was found; and it should be at once the bounden duty and the grim pleasure of some Official to see that this condition be faith- fully complied with in every instance. If there is any ordinance or regulation now in existence making such a requirement, let it be enforced at once and invariably. If not, city iaw-makers will lose no time in passing one and making every needed provision for its en- forcement. It is time for a reform to be in- ‘Segourated in this respect, as well as in many others. ——— Mr. Thomas Hughes, our late English visitor, or “Tom Brown” as some of his friends will i sist on cailing him, is not only one of the olearest thinkers in the United Kingdom, but one of the ablest and most earnest friends of the wor! classes, and his address at the Cooper Institute in New York last week, iu which he gave a history of the labor movement in England, con- tained many statements of facts well the attention of laboring men on this side of the Atlantic. In England, strikes, lock-outs, and battles between the employer and employed are old stories. Here they are comparatively new. fp England the operation and resalt of such con‘licts have beem scientifically studied fora Series of years, and by no man more faithfully than Mr. Hug! He said, at Cooper Institate, that in England strikes were an exploded fallacy ot the past, abandoned by all sensible English workingmen. Also that the principal trade- unons ot England are no longer organized plots sgaimst the publie peace—seeret midaight es, where schemes of violence are medi- d—but essentially corrective institutions, whose funds are mainly raised and expended for the support of members sick, indigent, or out of work. Courts of arbitration, in which an equal number of employers and employed meet and Yimly discuss and settle differcnces, are now the fashion of repairing that injustice or in equality which strikes formerly in vain sought to redress, +20e- ‘There is is hardly @ greater fallacy ‘entertained by business men than the beliet held by not a tew that steady and systematic advertising is re- quired only to build up a new business, and not needed to retain one already well established. ‘They are under the impression, also, that be- cause Mr. Stewart, the great New York mer- chant, has no signs on his immense establish- ments, be considers himself sufficiently before the pablic, and does not need to advertise his wares in the usual way, as smaller dealers feel called upon todo. But nothing could well be farther from the truth than these opinions It is trae that Mr. Stewart's mammoth buildings are #0 conspicuous and so well known, by reason of their location and size and beauty, that their proprietor does not think it necessary to farther advertise them tothe passer by by plastering their surface over with signs; but he dors think it necessary fo advertise, continuously and at length, the inducements he is able to hold ont in both goods and prices to the general public, not only tm the columns of the New York papers, but im those of nearly every city in the country. in point of faet, he is by odds the largest adver- tiver up the dry goods trade in New York; and we t certain that his annual expenses for this pose do not equal the bills paid for the same service by all of his competitors added together. ‘This may, and doubtless will, seem strange to thoee who net looked into the matter, but its nevertheless the exact truth; and what a lesson does the fact teach to merchants and others who are struggling to establi-h a business or to retain one already established! If Mr. Stewart, with bis immens# resources, bis un- eqralled prestiga, and b's wide’; blished trade, finds it necessary or profitalgl Maviberally mploy printer's ink t0 enable to hold his wn in these days of sharp petition and s rivalry, how much more essential and Lat the eame putemt agemcy should yed by those who are not possessed of t varied facilities for bringing custom- We leave our merchants ness men to supply the answer. tind the question worthy their vaghttul eonsideratio; * THE OLDEST meet in Uonrt PF EVENING at bo’ ATION ABITANTS wil je All “ae bus ness of importance i Le trausacted, By arder of the Presideut. 2 an ber HM. isi, st 7% oclock, net nen ssf importance will pigacted.
