EVENING STAR. | rst Circulation in| the District “Reading Matter ‘on Every y Page Z WASHINGTON o1ry: _ Mor Pay. October 51, 1970. ‘The octette opposition of the Board of Alder- men at their last session repeated their caucas tactics of defeating neminations conceded on ail sides to be the very best that could be made. “Their action 18 intelligible or defensible neither on party grounds or on those of fitness. And even were there any party question at stake they have involved themselves in the jnconsist- ency Of confirming appointees who have never claimed to be distinctively Kepublican, while they have rejected those who have never been anythirgelse sit ce there wasa Republican party. | Mere we find them rejecting such nominations | as J. ©. Wilson, Superintendent of Publi Schools; J. C. MeKelden, City Audi J. H Crane, Water Registrar; Samuel Norment and | Peter F. Bacon, Asylum Commissioners; John | H. Semmes, Commissioner of Water Board; P. | M. Dubant and W.G. Baldwin, Fire Commis- sioners; W.d. Stephenson, O. K. Harris, and T. E. Clark, School Trustees; Drs. W. G. Palmer, K. C. Croggin, George M. Dove, and Messrs. J. C. Harkness and W. F. Wallace, Health Com- missioners; Carey W. White, Ward Commis- sioner, Xc. ‘This list is made up almost entirely of citizens of the highest standing, and who in almost every instance will be recognized as having special qualifications for the duties assigned them—man of aclase who never seek office, and who hat to the credit of Mayor Emery been selected especially for character and fitness. ‘There is Mr. Wilson, School Saperintendent, ‘The application for his appointment was signed and urged by nearly every man in the city inter- ested in school matters, and we need not call attention to the admirable manner in which he bas filled that position. The new Board of ‘Trustees bave co-operated with him cordially, and have made some most important progress in the y of improving the school system, and amongst other things have stopped a number of leaks and reduced expenses in a way that should commend itself especially to the approbation of tax-payers. There is Mr. McKeldep, City Auditor, who has devoted such an amount of intelligent, clear_ headed labor to the work of redacing the chases of our city finances to some system; he, too, is thrown over by the octette. So of Mr. Crane, who has labored faithfully and intelligently to systematize the affairs of the water department; andthe same may be said of Messrs Dabant and Baldwin, of the Fire Board, andof the re- jected officers in all the other departments. ‘They are, one and all, recognized by our cit- zens as good, efficient men, laboring hard to serve the city, simply as a matter of public duly, a8 most of those offices are honorary, or the salary is so Inconsiderable as not to be an object to men of their character. Weare afraid the costume difficulty re- mains unsolved. —-+s0-- — ‘The esteem in which the Capital removing project is held in Chicago is pretty well shown by the result of the Kepublican Congressional Convention held there last week. Mr. Josepn Meditl, one of the editors of the Chicago Tribune, and the originator and strong supporter of the foolish scheme, was a candidate for nomination as Kepresentative in Congress, but so little prospect of success had he that he withdrew his name before the convention met. Capital moving don’t seem to be as popular out there as it was. ——_—--wee-- — ‘Two thousand special deputy United States marshals were sworn in at New York on Satur. day, to guard the polls in that city on election day, and the Herald of yesterday says it is ru- suored that in addition to these 2.000 about 6,000 others have received information that at any moment they may be called upon, as the United ‘States authorities are determined to have a suf. ficient force on hand to make it “hot” for any other authority that shall dare to place itseif in opp asition. ——w When the St. Louis Republican resorts to per- sonal abuse of Col.
