NOYES.......Editor. _ Reading Matter on Every Pages WASHINGTON OITy FRIDAY.....---+-s0e..- October 25, 1870. Capital Moving. One good resuit is reached by the senseles: agitation for the removal of the national capi- tal per semi-annual convertion; and that is, that it demonstrates the utter weakness of the movement, both in numbers and weight. The Cincinnati convention just ended is characterized by the press everywhere as “an ’ and several of our co- temporaries, heretofore indifferent or favora- jie to the project, now declare that the agita- | tion ought to be abandoned, now and forever. | And, notably, the most positive utterances of is sort come from the West. The Cincinnati , for instance, devoted whole columns of editorial space, while the convention in session, to a scathing exposition ot the irresponsible nature of the con- cern, and the mischievous and inde- | fensitle character of the undertaking. ‘That paper, in pointing out the fallacy of the alleged reasons for removal, says that the geo- graphical objection is met by the new tacilities of travel; that the objection that New Eazland bas undue influence in national legislation fiom the present location is absurd, and that it would be strangely pusillanimous to move the capital from Washington, where it is sandwiched be- tween two southern States, to tly from the in- ‘ence of New England. As regards the point of defendinz the capital im case of war, the Garei(e holds it would be dificult to place it with a view to civil war, for if another secession war were possible, it would be #8 likely to come between the West and the East as the North and the South. Nothing less than a capital on wheels would answer this reason; and it is fatal to any extreme Western movement. As regards foreign attack, it would be a strange precaution to put the political capital to tight from an inland location for fear of war, when the commercial capital, with twenty times the wealth, is on the seaboard. ‘The Gazette seems disposed to concede that as to climate, Washington is too far gouth for the highest conditions of health and human vitality, and that a gain could be made in this respect by & more northern position. This we think is a great error. The mortuary statistics of Wash- ington tor a long series of years have shown a smaller death ratio than any other city of its size in the country. And it would seem difficult to find a place where the chmate is more equa- ble and better fitted in this respect for the mset- ig of representatives from all parts of the country. The small proportion of lung com- plaints in Washington, for instance, shows that it is better adapted for a legislative city than Points further north, more trying to the lungs, and where the contrast between the atmosphere of the balls of legislation and the external air would Le greater. The Gazette, however, admits that nothing would be gained in climatic con- ditions by moving the capital west of the great central States, where there are high winds, fierce storms, and great extzemes of wet and drought, heat and cold. be location of the capital, it says, in any large city or as an appendage to any large city is cut ef the question; the nation “will not give ip the beautiful site on the Potomac and the cent proportions on which the capital is there laid out, and its extensive public grounds to move into a eity or into the suburbs of a city. is it practicable to make a city speculation out of the capital; for to place it near a great city, but so far away as would be necessary to get a site sufficiently spacious would make two rival towns mutually injarious.” And the Gozelle comes to the sensible conclusion, after reviewirg the whole ground at great length, that “this injurious agitation, which tends to Gestroy the property of innocent persons and to prevent needful improvements of that which is hy growing to be a splendid capital, should terminate. = «see. —— Senator Sumner in his lecture en‘i‘led “The Duel between France and Germany,” invents a new word, (but founded upon an old idea,)— “erime-blunder”—to designate the folly of Napoleon in bis precipitate and causeless war But Mr. Sumner while holding that Germany has a ri, to a guarantee for fature security, a@! gues that such gawrantee should not take the shape of territorial conquest, but of disarma- ment—tbe razing of the French fortifications, and the abolition of the standing army. Con- quered French provinces forcibly seized would only be elements of weakness t> Germany, “‘stronghold’s of disaffection to be held always at the cannons mouth,” while a disarmament would aford assurance of peace, and be in the interest of civilization. Up to this point Mr. Sumner’s reasoning has weight, but when he proceeds to argue that the project of universal and perpetaal peace is feasible, we may be permitted to ventare a doubt. This has been the dream of philanthro- pists for a hundred years, ard no endof peace societies, national and international have been founded whose apostles have shown coaclusively the neediessness and wickedness of war. ‘They have fondly hoped that they bad convinced — nd, and made war impossibie, but the unsubdued, and at the ay Of fome mischievous dram, away went the peace spesties, bonds of love and universal brotperbeed, snapped as short as if they were traw.
