Notwithstanding in progress in E an armistice, the contradictions in t cable Santen n Fefe rence to the negotiations ret they all agree in the maip fact, that the pa government, whi-h only a few weeks since refused to interfere be- tween France and I’russia in any way, bas been forced by the pressure of pu! other potent reasons, to make an effort to se- eure peace, andas the first step, instructed Lord Lyons to announce to the French government ite desire, sided by Austria and Italy, to in order that the elections for members of the Constituent Assembly may be beld, which duty he has performed by inform- ing the Ministerial Council at Tours of the de- sire of his government. The proposals have also been submitted to King William. Taking the | despatches together, they seem to cl tablish that there is a prospect of British inter- ference, backed positively by Austria and Italy; but as to details they do not agree. The most probable statement of the proposed arrange- ment is that the military situation ‘s to remain in precisely its present position, P: the ground now occup.ed by her troops and maintaining her communications undistarbed. ‘The French provistonal government is to order an election for members of a Constituent As- sembly, and they are to be permitted to assem- ble in Paris, and to organize a government which will have absolute authority to treat with Prussia, and which she will recognize as competent to treat. Alsace and Lorraine will not be permitted to elect representatives. It is net yet known certainly how the propositions will be received by either of the belligerents. ‘The London Times of yesterday has a special dispatch from Berlin stating that the negotia- tions have come to naught, owing to the persis- tence of Prussia in her demands for French ter- ritory, and this may be correct. But Prussia will make a great mistake if she does not receg- nize the fact that a great change has taken place in the public opinion of the world since she entered upon this conflict. Then she had quite universal sympathy as repellirg an un- provoked assault made ip the seltish interests of the Nepoleonic dynasty, but now that France bas thrown over that dynasty and with it the responsibility for the aggressive war, and has set up repubiican institution=, there is a grow- img feeling that Prussia should not punish Free France too severely for the sing of Napoleon.” ‘This feeling has been manifested by the people of London in their great mass meeting in a way to cause the British government to see the ne- for taking some stepsinthe matter, but the difficulty seems to be in setting about it in a way to make the voice of England protential. ‘The London Times indicates the difficulty by saying that “if England persists in negotiating for peace she must be ready to stake something This would Involve an amount of ex- cessit, on it.” penditure that rather startles the shop-keeping spirit of England of 1870, but the force of public opinion may compel the government to it. But the probabilities are that England will not move unless she can effect an alliance with other powers sufficiently strong to be able to state the terms upon which the war sbould be ended, and to cause their acceptance. A Goon Year's Work.— We published astate- ment yesterday showing that $135,594,804.89 had deen paid on the purchase of United States five- twenty stocks for the sinking fund, in the fiscal year ending June 30th, 1870. In order to explain how the Administration was enabled to accom- plish such desirable result in one year, we give the following figures from the Treasury Depart- ment, showing that it was due to activity in col- lecting the revenue on one hand, and economy in the expenditures of the government on the other: ‘The receipts from all sources for the year ending June 30, 1870, amounted to $704,305,045. the year ending June 30, 1349, to $624,747,82 Increase in 1576, $50,060,215.58, bat of this 50.24 was from loans. Expenditures in 1369, $580,905 ,977 43; showing an apparent increase in 1870 of @111,- 031,916.99; but of these expenditures $135,595, 05.19 more was paid on the public debt in 1<70 than in 18/9. The gencral election of West Virginia will be held to-morrow, when State and county officers and Representatives in the Forty-second Uon- gtese will be voted for. The candidates for Governor are William E. Stevenson, republi- can, the present incumbent, and John J. Jacob, democrat. The candidates for Congress are ff, Jr, James C. McGrew and John S. Witcher, republicans, the last two memters of the Forty-tirst Congress. democratic candidates are John J. Davis, 0. P. Downey and Frank Heretord. Stevenson's majority for Governor was 4,717, and the three congressional districts are now represented boy repablicans.
