Propesed Plans for the New Structure. ‘The particulars of the destructive work ef- fected by the flood on the Long Bridge as given in Tue Stan, seemed to show that the labor of replacing the structure will not be a slight one, and a fullexamination by experienced engineers demonstrates that with whatever energy the work is prosecuted, it will not be possible to Place the bridge in a condition tor the resump- tion of travel before December. Mr. John A. Partridge, engineer for the Bal- timore and Potomac lroad Company, with bis corps of assistants, are actively at work, taking measurements, and making estimates tor the construction of the proposed new bridge. Mr. Koberts, of the Pennsylvania Central rail- rood, bas been here in consultation with Mr. Partridge, and thoroughly examined the situa- tion. ‘wo plans are now under consideration, and will be decided upon in the course of a few days. The first is to rebuild on pretty mach the same level as the old bridge, the railroad track and pike road to run side hy side wiih a par- tition wall between them. The other is to raise the causeway for ordinary travel toan elevation corresponding with the highest pointot the pres- entrouth draw road-way, with a deck structure over head,on which to pli -e the raiiroad track— thos airing an easy grade up the Maryland ave- nue bill, In either case the causeway will hive © be rebuilt with new walls of strong masonry, and new stone abutments and piers throughout where there is now wooden trestle work. Catto Again, What Ex-Superiniendent Cook Has to Say. Wasarxcvon, D. C., October 6, 1870. Mr. Editor of The Star —Deat Sir: In the pro- ceedings of the colored school board, as pub- lished in your issue of yesterday, I find insinna- tions which, in justice to myself, force me be- fore the public. : Mr. O. V. Catto, the superintendent, in his Teport to the boar] recommending a regrading and classifying of the schools, &c., is reported as saying:--‘He had been considerably em- barrassed in the preparation thereof by the ab- sence of every thing from the superintendent's office, and the ‘jon of the trustees, that | could give any idea of the present condition, | needs or supplies that the schools require.” I am at a loss to conceive what Mr. tte considers as necessary to the formation of that “idea,” or to enable iim to properly discharge the duties of his present position. Two years ago, when I accepted the porition and entered upon the discharge of its duties, I found in the office the monthly statistics of the schools, which had been collected and properly tiled by my predecessor during his administration. Those statistics, aided by close observation in the school-room, particularly during the first weeks of mv administration, to discern what of the preceding administraion I might deem worthy of retention, and what, from the in- creased and increasing growth of the school: might be rejected, soon gave me the “idea, and, | presume, saved me from being “consid- Diy embarrassed.”” ‘ rhe statistics of the past two years were also carefully collected and file? in the office, and it they are not there they wave been rewoved since the 3ist of August—the day my term of ofice expired. The grading, in an absolnte sense,.was not, nor did it ever pretend erfect, and it will be found that it cannot de so until existing circumstances shall have been removed; but under it the schoo!s during the past two years, to my knowledge, and the sear previous, by common report, made all the progress that’ could be reasonably de- sired. Some 300 to 400 head of cattle have passed through town this week on their way to Baltimore.
