EVENING STAR. Largest Circulation in the District CROSBY 5S. NOYES.......Editor. 2 NGTON OITY: regan --- October 6, 1870, _ Reading Matter on Every Page. The Avenue Pavement. We suppose there can be no trath ia the report that the railroad company ts to be allowed to pave its track upen the Avenus stones. The Commissioners are authorized to designate the style of pavement to be used, on the track a= well as on the other portions of the street, and will most certainly not permit the work to be marred by allowing the eontinu- , ance of the cobbdle-ttone muisance upon the | center cf the street. The object is to have a smooth, clean, uulform pavem:nt over tke whole turface of the steeot, such ss is bad in Chicago, St. Louis and other cities where the wood pavement fs extensively used, and where the street-car tracks are made of the seme material. This purpose wiil be en- tirely defeated if the two sides of Pennsylvania avenue are divorced by a rough stone pave- ment up the center, across which vehicles can- not pass without the same risk of dislocation that attends the attempt now. A main object. too, in laying @ wood pavement upon the Ave- nue is to get rid of the mud and dust that alter- nately make our streets so disagreeable. But it ill be impossible to secure cleanliness on the Avenue if the mud and dust, inseparable from the use of the cobble-stone, is to be kept up in the middle ofthe street. The assertion that the street-car horses can- not get foothold upon a wooden pavement is absurd. No such difticulty is experienced in other cities where wood-paved tracks are used; in fact, the wood pavement is everywhere con- sidered an easier one tor the horse than a stone pavement. The real cause of the opposition to wood-paved tracks by the railroad company is that the cost is considerably more than the cobble stone; but this fact should not be allowed to stand in the way of securing a uniform, thor- oughly good pavement for the Avenue. +20e- That a State like an individual becomes help- less and thriftless by relying for a living on the means of others is shown by the example of Maryland and Delaware, who for many years were kept afloat by levying a sort of highway- man’s capitation tax upen railroads passing through their territory. The government of Maryland found itself quite penniless and help. | less when Mr. Garrett stopped paying the capi- | tation tax, and now it seems the State of Dela- ware is in a similar condition of impecuniosity, through the refusal of the Philadelphia, Wik mingten, and Baltimore railroad to pay the highwayman’s tax. A dolorous ery comes up trom the authorities of that Scate that owing to the loss of this tax, “the funds im the tceasury sre extremely low,” and it seems all their hope for the future rests im the possibility that the | State “will in dae time obtain judgment against the company and recover not only the tax col- lected out of passengers and held by the Com- pany. but all back taxes amounting in the aggre- gate to near a quarter of a million of dollars. Both Delaware and Maryland will doabt- less tind they are leaning on a broken reed it they expect the courts to sustain this tax, already declared illegal by the higbest tribunal im the land, but the public will not feel the direct interest in the matter that Would be felt if the railroad companies showed any disposition to reduce fares to the extent of the tax. The Baltimore and Ohio railroad, cer- tainly, continues to mulet passengers to the full extent of the fare covering the tax they do not Pay. — s20e- — A Jows ComvoeteR.—Ana n now, when after tedious delays, the business men upon Pennsyl- vania avenue Lave reason to hope for a decent Pavement, slong comes Job Angus with an in- jeneuou in bebalf of the Wycotf pavement to stop the commissioners trom proceeding with the work. It is our solemn conviction that if the Apgel Gabriel, y {tying our condition, were to come down and offer to pave our streets in New | Jerusalem style with gold, jasper, and pearl, free gratis and for nothinz, some chap interested im an opposition pavement would come along | and sue out an injunction ! For gracious sake, Job, do get out of the track of the car of progress and let us have the Avenue paved! —_______ see. Tse M STREET PaveMENT—The commis- sioners for the improvement of M street, at their nieeting last evening, concluded to alopt the Stow pavement for that part of the street lying between Vermont and New York avenues. ‘This pavement, so far as tried here, has com- mended itself to the favor of our citizens, and we doubt not the selection will prove accepta- bie to the property owners on the street and those who have occasion to use it. Certain it is, that when properly paved, that street will prove to be one of the finest and most desirable in every respect in the city. We congratulate those interested in their prospect for an early release from the thraldom of mud and dust. a Birmarck, it seems, protests against the ex- portation of fire arms and ammunition from New York to France, bit the Tepert that his protest assumes the nature of a threat is no ways likely. We wish Prussia well, but are not disposed to stand any “ sassy talk.” even trom the conqueror of Europe. And Prussia cer- tainly no longer ago than 1855 did not look upon the furnishing of arms as a violation of neu- trality. During the Crimean war an extensive business was done in manufacturing arms for the Russians in all the States of the Zollverein under the control of Prussia, and treely exported from those States into Kussia, alchough Prussia wasa neutral power in that contest. -20e - ‘The Chicago Beard of Education has adopted @ rule prohibiting teachers from receiving pres- €nte from their pupils, on penalty of dismissal from tervice. Our school authorities undertook some tims ago to establish similar rule, but it didn’t seem to work. There are doubtless objections to the practice: but where the presents are given voluntarily by the pupils, at holiday time, for Mastance, it seems to be @ pleasant and proper enough mode of showing a:tection and esteem for a worthy teacher. sees. o In otber localities measures are being taken to raise means fur the relief of the sufferers by the terrible floods im Virginia, and it isto be boped that our city will not be behind hand in contributing its quota. The need now is even more urgent than when our citizens contributed so generously for the relief of the sufferers by the tlood on the Patapsco, and no doubt the re- sponse will be as free on this occasion, if only some one will move in the matter. Probably a public meeting would afford the readiest means of setting the good work in motion. ————__-+ee-. —_- ‘The democrats in the adjoining (tifth) con- gressional district of Maryland seem to appre- bend the los of their congressman. The num- ber of colored voters registered in this district is about 11,500, and unless the democrats can se- cure @ thousand of the new voters their candi- Gate, Judge Merrick, will be defeated. As Mr, Merrick opposed the fifteenth amendment, his cbances of getting much of the colored yote do not seem to be hopeful. Ss The Baltimore Bullctin states that Hon.
