Reading Matter on Every Page, The Repeal Mudaie. ‘The question ast whether Congress has really abolished the office of Secretary of the Interior, and indeed the Interior De; artment, seems t> be s more serious one than at first appeared. ‘The facts sre these : Tne Interior Department was created by an act of Sd March, if \ |, entitled “An act to establish the Home Depertment, and to provide for the Treasury Department an As- sistar it Secretary of the Treeury and.a Com- astoms,”” (9 Statucs at Large, Depurteiane, and provides for the appointment of a Sccretary. It transfers to that ofice the supervision of paten +, of the General Land (- fice, the accounts of marshals, &c.; the Indian, | Fersion, and Census Bureaus, and of the public buildings and the penitzntiary, and it also creates the office of Assistant Secretary of the ‘Treasury, and provides tor some details. Sub- sequent legislation added some special daties to the office. The lat> Congecs, by “An act to revise, consolidate, and amend the statutes relating to patents and copyrigh’-,” approved Sth Jaly, 150, greatly changed the detai’< of these laws. it certainly looked to the continued existence of the office of Secretary of the Interior. But, in the repealing clause, it is expre sly declared “that the acts and parts of acts set forth tn the schedule of acts cited, heret» arne-ed, are bereby repealed, without reviving any actsor parts of acts repealed by any of said acts, or by any clause or provisions thereof.” The proy.so bas . ‘me immaterial savings, as to antecedent rishts. The words are plain apd unambigu- ous. The repealing clause embraces a dozen other acts, and whatever may be said against the repeal of one may be urged as to all others. As to the reason, and spirit, and effects, and consequences of such a repeal, they are for the lawyers and jcdges, when proper cases shall be made. Now that the discovery is made, ques- tions must immediately arise for the Comp- troller, for the Executive, the Department of Justice and the courts. Upon the discovery of gold in California, he, with a party of gentlemen from Center, Mittin, and Hunt- ingdon counties, wended their way thither, by way of Vera Cruz, City of Mexico, and Mazat- ‘ian. Reaching the Golden State in safety, he separated from the party, and went to Oregon, and continued the practice of his profession. Several years ago be was nominated by the democrats of Oregon as their candidate for vernor, and came within a few votes of being elected. = es - It pays to be a city politician in New York. A French gentleman from Cork named Garvin, who is a member in good standing of the Tam- suany ting, was married lest Monday, on which occasion he sported @ $25,000 diamond solitaire breastpin. The presents received on the occa- sion from the political friends of Mr. G. included $75,000 worth of silver ware and $30,000 worth of jewelry. Mr. Garvin gave his brid> a dia- mond necklace valued at $100,000.
