"Reading Matter on Every Page. ‘The honr of trial for Paris has arrived. The City was declared in a state of siege to-day, and the Prussians are massing their forces under walls, captaring railroad trains, and cutting the lines of communication. In a day or two the victorious armies of King William will have closed in about the devoted city, and active operations will be commenced. With reinfurce- ments from Marseilles an.! elsewhere, the troops behind the fortifications are computed at two | hundred thousand. Of this number probably not thirty thousand belong to the regular army. While there is an abundance of war materis! | } for the forts and artillery, the majority of th infantry are doubtless poorly armed. The sup- | ply of chassepots was not <afficicnt to meet the | wants of the regulars, and McMahon was com- pelled to equip many of the troops at Chalons | with old flint muskets. Probably two-thirds of | the chassepots are now at Metz, and im the hands of Fresh Prussian levies, who obtained them at Sedan. Trochu expresses much conti- dence in the ability of the city to withstand the siege. a aryland Po ‘The democratic party ot Miryland yesterday held conventions for the nomination of mem- {| bers of Congress in all the five Conzressional districts of the Stato. In the First, Second and Third districts Messrs. Hambleton, Archer, and Swann, present representatives, were re-nominated. Im the Fourth district Capt. John Ritc’e, of Frederick, was nominated in place of Hamill, the present member. In the Fifth d'strict, composed of the counties of Montgomery, Prince go's, Anne Arun- dell, part of Baltimore, Calvert, Charles, How- ard and St. Mary's, now represented by Fred- erick Stone, there was a protcacted contest with some forty ballots, and no nomination made. Towards the close of the balloting the name of Mr. Stone was dropped, but no other candidate seemed to have sufficient stcength to make a leading vote. Se faras any expression of views was made upon the negro question, the sense of the dif- ferent conventions appeared to be adverse to the cultivation ot the negro vote, though some of the speakers expressed themselves guardedly im favor of it. Mr. Archer, of the Second district, m his speech accepting the tenomination, declared | that he “ wanted it distinctly understood that he either desired to succeed by the votes of white men, or go down with the Democratic part; upon which there was “ tremendous applause.” He, however, advised that the “new clas: of voters” be allowed to vote peaceably ani quietly, aud said that “the wily Republican party only wishes that we would refuse suffrage to some of them, that Maryland might go before a Congressional committee.” In the Third district convention General La- trobe made a speech opposed to courting the colored vote, and said he wanted “a white man's country.” Mr. Swann In his speech of acceptance, however, avoided touching upon this ticklish question. In fact it is understood that the Swann men in Baltimore a-e laboring with considerab’e zeal ta butld up a democratic colored organization in that cit. in the Fifth district convention Hon. Barnes ‘Compton, lato President of the Maryland Sen- ate, argued in favor of recognizing ‘the new ele- ment in the voting population.’ It was the daty | of the democracy, he said, to inst-uct the col- ored voter and “show him with which party his best interests lis Mr. Compton's hint as to the necessity of getting a part of the colored voto elicited no applause, but at a later stage of the proceedings Mr. Baker A. Jamison was ap- plauded a good deal in expressing oppo ion to the pulicy of courting that vote. The estimate colored vote of Mar sland varies from 25,000 to 35,009.
