EVENING STAR. Largest Circulation in the Distriet CROSRY S. NOYES.......Editor, WASHINGTON OITY: ONDAY «September 12, 1870. Reading Matter on Every Page. “Our Taxes.” ‘Under this head the Ch, onicie pats ferth some Tecowmendations and speculations upon ci'y finances, the figures and data of which would ‘s:em to have been supplied by the same remark- able anthority who furnished the city finance ar- teks in that paper some months ago, designed to shew that Mr. Bowe: administraton was a great economical and t\nancial succe: It is satisfactory to note that the Caromicle is now in favor of low texcs, but it fs to be re- gretted that its convictions in that direction come into play a so late s day, when low taxes have been rendered impossible through te enormous legacy of indebtedness bequeathed by the Bowen administration for its succes- sor to shoulder. The Chronicle assumes that there is $62.50,000 of taxable property, (there is really less than $60,000,000,) and that without increasing the rate of taxation, $1.49 on the hundred dollars, enough money can be raised to meet ail require- ments. It estimates that amount at $1,369,161, and, to make it up, is obliged to rate, as above stat.d, the taxable property o” the city at :,600 above its value; puis the taxes at $1.55 on Lhe S100, ard inchudes all the “dead wood@of back taxes to the large amount of $270,000! As ar item in this estimate the Chronicle pro- pesce to reduce the school tax, fixed m the Alder- men bi'l at-50 cents, to 39 cents, a Tedaction which would bring fle noses of the already eated toachers dowa to the grindstone aeance! ‘The plain tact is that the present municipal admipictration has the hard but necessary task devolving upon it of raising the corporation credit, sonk in the Stongh of Despond by the Bowen rule. It must shoulder both Bowen's lia- bilities and the current indebteduess, and to do this we must for the present submit to a taxai‘en which, though net beavier than Mest ciber cit'es bear, ix heavier than would have been needed here but tor the burdens brought upon us by that expensive luxury, the Gowen ring. The Bowen administration raised large sums by taxation, paid nobody and did 1. The Emery administration proposes to t> old-fashioned principles, paying ait nd eeeking te pat the credit of the city on “s basis. treasury” pay th an ™M tax of net less than $2 upen the 109 would be needed, but the Aldermen finally setiled upoaa tax of $1.50. This tax upon » sum of 860,009,000 taxable property would ‘amount to a total of From this must be deducted, by requirement of law, one fifth for the redemption of certificates of indebtedness, and we have $364,000. From this deduct 19 per ce: apon $1,059, fer expenses of collection, and for abatements, and we have the amount realized Irom the taxes reduced te $750,000. We Dave no idea that this amount wili be adeqnate to enable the Mayor to deal suc ccessfully with the financial problem be has to solve, but it is cortain that it is the smallest sum with which it can be undertaken. It should be borne in mind, too, that d: leduct- ing the additional burdens thrown upon us by having to meet the certificate indebtedne-s and the assessment (under the act of Congress) for the canal improvement, the taxes have reali ty been reduced to about Li2on the one hundred dollars, against 1.40 last year. The suggestion of the Chronicle that its pro- posed “retrenchment” could be mlvanced by pensing with such officers as Mr. Hacer, s upcrintendent of bout of a piece in this connec- con of the penny wise and pe nothing cou'd surpass this ides of tarni ing out two officers whe were especially selected tor their fitness, and wh save to the corporation many times the amo: of these pe vty sa aries, or — There is much and increas ng agitation at me, and it seems to have been determined at the Italians will occupy the city. The Pope has decidedto leave it upon their arrival, chough it igsaid that King Victor Emanuel bas taken such pr cautions as will prevent b's escape.” ‘Many cardinals and prelates advise an arrange- ment with = italy relative to the fata the Pepe. — Work was commenced on the Columbia(Pa.) and Pert Deposit ( Md.)
