While Mr. ‘he Baltimore and Ohio Railroad Company is chaffe ing for cognty subscriptions, proposing on the part of bis company to subscribe equi lent amour.ts for the construction or continus- jon of what is called the finished to Harrisonbur; men have quietly arranged to build the whole road up the valleyfrom Shepherdstown to Salem, | where it strikes the Virginia and Tennessee road. The entire line, 233 miles, has been sur- veyed and already put under contract; the purpose being to complete it within two years. It is designed to make it a low grade road, the minimum being 35 feet to the mile, and the maximum 53; and though to secure this easy grade it will be requisite to follow the water courses, the general direction of these ts so favorable that the deviation froma straight line drawn from the terminus om the Potomac river to that on the Virginia and Tennessee Bailroad Will not be mere than tive miles. Starting from the Potomac river at Shep- herdetown, the road runs by way of Charlestown to the comtiuence of the two bramchee of the ‘Shenandoah river, near Frost Royal. Here the north branch is crossed, and the road keeps along the main river for the most part to the summit or divide, eighteen miles above Fishers- ville; thence it passes over to the waters of the South river of the James, descending that stream to its junction with the North river, which is followed to its mouth. Thence the road follows the valley of the James river to Buchanan, and thence curves along the triba- taries of the Roanoke to Big Lick, a station on the \ irginia and Tennessee railroad. The construction of rafireads'in Virginia has heretofore been across the Senandoab Valley. and thus it happens that this road will cross in succession the tracks of the Baltimore and Ohio road. the Winchester and Potomac, the Orange, Alexandria and Manassas, the Chesapeake and Cbio railroads, and will interseet with the Vir- ginia and Tennessee railroad. The projectors of this Valley road will doubfless count upon making these five crovs lings feeders ta their own road, which they to make @ great North and South line, extending on from the Potomac river by a direct course to Phi lphia and New York. For the present, the connection vorth willbe made by way of Shepherdstown and a link connecting that point with Ha- gerstown, whence the course will be by the Cumberland Valley Railroad and other existing lines of railroad northward; but the projeet proposed to be carried ont without delay is for the construction of an inner route con- necting the Valley route at the Potomac by nearly an air line with Philadelphia and Now York. Starting from Berlin, on the Petomac, this side of Harper's Ferry, this road will prob- ably proceed by way of Frederick city and Westminster, crossing the Susquehanna at Castlefen or Peach Bottom, thence on to Chris- tiana, in Pennsylvania, striking the Phila- delphia an@ Columbia railroad at that point, and following that road to Downingtown, thence on to Philadelphia and New York. A glance at the map will serve to show the great directness of this grand scheme for a great north and south dine. Ordinarily, a project of such dimensions would be considered an affair to be discussed and hammered upon for a quar- terof a century, bat it wontd appear that the Scotts, the McClures and others of the Penn- ania Central railread and Pennsylvania | Central Improvement Company have takea hold of it with the idea of flatshing it up o: hand. They do not even seem disposed to stop to invite subscriptions, but propose to build the road on their own account, taking the chances that it will pay. It was stated quite positively by the speakers on bebalf of the Pennsylvania interests, at Front Royal yester- day, that no subscriptions would be solicited: that the money to build the road would be forthcoming, and ail that was asked was liberal treatment m the matter of right of way. It should be added that these declarations were received by the valley people with @ fervency of applause that indicated their satistaction with the prospect of being able to get the desired railroad facilities withoat being called upon to load themselves down with a bordensome amount of indebtedness. ‘The rival company, the “Valley Railroad Com- pany,” failed lately to secure the subscription asked from Augusta county for the continuation of that road from Harrisonburg in the direction of Salem, and at the late meeting of the com- “pany Gen. Kobert E. Lee was elected its presi- dent, with the hope that his influence would secure the desired subscriptions; but, now that the Pennsylvania men propose t> build a road siong the same line without county subscrip- tons, it is dowbtfal if even Lee's potent name will Invoke the required contributions for the constructiomof another read offering only the same facilities. From sppearances it would seem that the Pennsylvania railroad men have not only out- maveuvered Mr. Garret on the shore line of Southern connections via the Baltimore and Potomac Read, the Long Bridge and the new road from Ajpxandria to Fredericksburg, but hare also fanked him in the Valley on the inland route. It is understood that Mr. Garrett holds that the value of the Southern and South- western railroad connections have been greatly over estimated, and he has devoted himself mainly to bufiding up the Western connectionsof bis road, where tts great interests lie. He has sa- gacity #n@ experience to guide him, and may be right, but these railroad men of Pennsylva- nia are generally supposed to know what they are about.
