a EVENING STAR. Largest Cirentation in the District CROSHY 8. NOYES. WASHINGTON OITY: received to-day through French nels are again most but the weight of evid is to show that the French army is in a very critical pe that Bazaine bas not been able to reach Chalons to join McMahon, but been forced back on Metz, and that he | is securely bottled up” there, while the | {Crown Prince is marching on Chalons | a formida force suiicient te crush to | powder the raw levies gathered by Trochu at Chalons. It seems to be held in London to-day that it is all up with Napoleon andthe French | cause, and the only talk is of the nature of the com ons upon which peace will be grante:! by ‘he victorious Prussians. — — ‘The rapid progress made in the work of en- closing and putting in proper order the Circle at the intersection of Massachusetts and Ver- mont avenues and Fourteenth and M streets is gratifying in the highest degree, bat consider- able surprise is manifested that so far there should be no indications of an intention on the part of the street railway company to lay their track on the outside of the reservation. Is it possible that the rails are to be allowed to run Straight through the ground, as at present? or will they be removed in good time to allow the entire completion of the work without delay? We presume, however, the latter is the course to be adopted. The beauty of the spot would be forever marred under any other arrange- ment. Particularly would this be the case if the ex- pectation entertained by a large number of our citizens, that the proposed statue of (:eneral Kawlins is to be placed in this reservation, is realized. Certainly no other spot im the city would be so appropriate. Situated, as it thus would be, at the intersection of two of the tinest avenues in the city with twoof the fiuest and most frequented streets, and occupying a com- manding position in the magnificent sweep of the eye from Lafayette Square towards the Soldiers Home, the tribute to the dead soldier would be seen and appreciated by more persons daily than if placed in almost any other local- ity. What the intentions of those in authorit; may be, we have no means of knowing: but in selecting a site we trast that so reasonable an expectation and so Justa desire on the part of the public will not be overlooked or unheeded. +see- = CoxcuxssioxaL Nowrsations.—Gen. Le! Wallace, well known here during the late war, has been nominated asthe republican candidate for Congress in the seventh district of Indiana, which is represented im the dist Congress by Hon. Godiove S. Orth, republican, who wae elected by about 300 majority over his demo- cratic opponent. ‘The democrats of the 7th Ohio district yester- day nominated lion. Hugh J. Jewett as their candidate for Congress. Mr. Jewett, who is a gcntleman of high character, has been longan 1 prominently connected with the financial and railway interests of the eastern and central parts of the State, and it is believed by his friends that he can carry considerable strength cutside of bis party. This expectation is not unreasonable, m view of the support he will undoubted!y receive from railway men, irrespec- tive of pa Predilectious. As Judge Winans carried the district two years ago by only 105 majority, and the republicans last year by » little over 500, there would seem to be a pretty strong probability of Mr. Jewett’s election; bat whether he is elected or not it is @ hopeful sign in politics to see men of his high character Placed in nomination. = TS Whatever may be thought of the motives that led Napolean to enter upon the present war, or his generalship in conducting it, we cannot Bekins Bim ie es SRNR Bd oye: Verses he has met. And it should be said of the French soldiers that they have shown wonderful steadiness and Solidity under all the depressing intluences of alternate defeat and retreat. While maintain- this gloomy retreat they have returned blow for biow to their pursuers flushed with sacceas, and the Prussians have repeatedly had occasion to rue the over-contidenge which led them to make incautious attacks, ming on the de- moralized condition of the beaten enemy. — see. The matter with the Labor Convention at Cincinnati ts that it scatters its tire upon too many points. Instead of dealing directly with labor questions proper, it enters upon the illimitable tield of national finance, and under- takes to deal with railroad and canal matters, the public land system, &c. &c., and the result 3s that nothing practical is done, and the whole convention resolves itself into an opportunity tor visionary schemers like Richard Trevellick to air their crude theories upon the taritt, the national banks, steamboat subsidies, a metallic currency, a government system of railroads and canals, and a thousand and one questions they undertake to settle of!-band. = ee The British yacht Cambria has at last achieved a success in competing with American yachts. Her best point of sailing is to wind- ward and she was beaten in a match on this point at Newport on Wednesday by the schooner Palmer, which won by 6 minutes 41 seconds. Yesterday she had a race to windward (20 miles and return) with the Idler and won, the Cam- bria coming in thirteen minutes ahead, beating the Idler with a time allowance of nine anda balf minutes. The Cambria is booked also for contests with the Phantom, Dauntless, and Sappho. —.ee- Amateur horticulturists are somewhat shocked ‘at the condition of the dwarf pear trees in the grounds of the Agricultural Department. That the shrubbery and shade treesscattered through- out the city should be disfigured by the ugly webs which are so common at this season of the year does not surprise them, but that the foliage in the very abode of care, taste, and knowledge should be destroyed in that way rather jars their sensibilities. ———— acigee: A State temperance convention has been called by a committee of the New York State Temperance Society, to meet in Saratoga, Tues- day evening, September 6th, to take action in reference to the approaching State election. = aber ae The immigration into New York to date, since January Ist, is 157,000—20,000 less than for the corresponding months last year. — —-2se--—____ ‘Tag Weexty Star for this week, contains full and interesting detailsor the great battles between the French and #’russianssince Sunday ast, our special report of the execution of Rich- ards. the murderer of Colonel Lyles; proceed- «ngs of the Labor Congress; the deaths of Admi- ral Farragut and Major B. Through- out the vast tract of country I have traversed, from the fertile valleys of the Khine and Mo- selle to the sandy plains which encompass Ber- lin, the sight of waving cornfields was the one which uniformly met theeye. Here and there a few women were cutting down the ripe grain, yet in the majority of the flelds there were no signs of the husbandman plying his necessary task. In the vicinity of the Rhine the crops appear to be unusually luxuriant. The drought, of which | complaints are made here as well as elsewhere, does not seem to have proved very injurious It is expected that the vintage will be unexcep- tionally good, provided an opportunity is attorded for peaceably plucking the grapes. When gazing upon the glorious promises of the prolitic earth, it is almost impossible to realize the fact that a tremendous effort is being made to undo the work which has been accomptished with much toil, and to convert the smiling corn- felds and vineyards into a barren and black- ened battle-ground. 2e-— &7-The census will show a decrease of from six to ten thousand in the poputation of New Hampshire.
