Terms 50 cents Per month. . 7 We learn to-day, on undoubted authority, | af that the investigations made by the Senate Dis- triet Committee show that the Corporation in- | debtedness created by the Bowen administration in two years’ time amounts to verymearly, if not | quite, @ million of dollars. When Bowen took th» mayoralty he found an indebtedness of but $448,000, and this indebtedness was the accumu- lation of twenty years, yet in two years he ecestes a debt wees thas fwlcb as large te that created in twenty years by his pre. decessors, and at the same time he re- ceived during his term at the rate of more than $400,000 per year increase of taxes over that received by Mayor Wallach or any other Mayor. Thus, during his luxurious two years he received nearly a milhon of dollars in the shape of increased taxes, and yet he not only squan¢ered that immense sum in addition to the previous income from this source, but run the corporation im debt another million of | dollars! ‘The profiigacy, the rascalities underlying this enormous expenditure of the people’s momey | will, when fully brought to light, undoubtedly | present one of the mest startling chapters in | J4 municipal plunder and jobbery ever exposed; and it is not strange that the cerrupt Bowen | ring are making the most desperate efforts to suppress evidence and cover their tracks. The contracts for ward paving. &c., were given out in April last to Morse & Co., im utter viola- tion of the law requiring them to be given to the lowest bidders; and the job was so utterly villainous and indefensible that Bowen dia not dare to publish the bids as he was required to do by law. And now it appears that the “ ri "in order to get rid of the damning evidence, have resorted to the desperate expe- dient of destroying these bids. Not a trace of them can be found at the City Hall, where they belong, and the ex-officlals refuse to give | any information as to what became of them- (ther startling evidence of the destruction of evidence by this desperate gang have come to Light through the investigations of the munici- pal committee. Some of the papers for work on Rhode Island avenue, upon which certifi- cates of indebtedness are out, and in the figures of which great discrepancies were detected, have mysteriously disappeared. Bat the most barefaced effort of the “*¥ing” to cover up their frauds and to thwart all investi- gation was in their scheme developed Monday night to prevent the confirmation of any “Re- form” officers who would be likely to unearth their rasealities. Their open exultation at the success of their plot whereby they got controlor eight facile Aldermen, and slaughtered the Re- form nominations as fast as presented, was not strange. Theirs was a desperate game, with ruin and infamy staring them in the face, and never had criminals on the scaflold greater cause to weleome a@ reprieve, than bad the members of that infamous “ring” when through getting possession of Messrs. Connolly, Crocker, Champion, Davis, Slater, Baker, Stewart, and Chase, they succeeded in defeating the confirmation of officials of integ- | rity, capacity, and nerve, whose first duty it | would have been to expose all wrong doing, Jobbery, and schemes of public plunder. But their reprieve is of the shortest; and not i only they, but all who essay to bolster them up, will speedily be buried under a load of popular | execration that will ensure their permanent Withdrawal from public life and public robbery. soars aes “a The excitement in the gold room in New York, yesterday afternoon, was intense, and the fuetuations wide and frequent. At one time, private cable telegrams reported a panic onthe Berlin Bourse, with a sympathetic de- cline in securities at Frankfort. The geld room immediately accepted this as meaning war, and the result was a rise to 114 th enormous dealings. At this juncture a report was pre- cipitated on the market to the effect that Prince Leopold had withdrawn asa candidate for the Spanish throne. This caused a tumble from 114, to 113, when the downward course of the | market was arrested by the announcement from Washington that the funding bill had been de- feated in the House. Under this news the mar- ket quivered for a time between 115 & and 134, but soon it was reported that the difficulties be- tween France and Prussia had been amicably | adjusted. Here followed a scene of the wildest excitement. The operators in the room coald | not sell gold enough, and neither could they | sell it fast enough. The market plunged down- | wards under the heavy sales of the frantic oper- | ators in the reom, and did not stop until 112 was | reached.
