Mayer Bowen's Finger in the Pic. It will be remembered that up to the time Mr. Bowen lett office it was not possible by the most diligent effort to obtain ine figeres upon which the awards were made on the first of April for paving, curbing, laying footways, &c.; and the supposition was that the contracts had been given to Mr. Bowen's political strikers, (in some of the wards at least.) in violation of the law requiring them to be given to the lowest bid- ders. After much search we have been able to procure the figures (as below) upon which the awards were made to the contractors, but have te say that the bids made by the unsuccessful ap- plicants for contracts cannot be found at the City Hall, and the inference is that they were destroyed by the Bowen ring before they left THE TELEGRAPH QUESTION, Wasnrxctox, June 2, 1870. Smith, appears, purporting to be an answer to a me- morial presented by the Florida Telegraph Company to Congress; and an appeal is made to popular opinion against us, and it is averred ‘That our “memorial is simply a complaint of the New York, New Foundland and London Tele- graph Company, on account of a difference be- tween the two companies.” I ask the privilege of a few words of reply through the same channel which conveys the assault upon the company I represent. The Florida Telegraph Company is asking ith to permit it to land a cable, which the State of Florida has author- ized it to do, and which General Smith opposes under a qualitied monopoly granted by Con- gress. Our company has no connection with the Atlantic companies, and it is entirely in- different to us what may be the relations be tween the Atlantic and Cuba Company, so far as that these relations may exhibit facts in aid of our petition.
