Terms 50 cents per month. +se-- The pro perty-hoklers of Washington certainly have a rough time ot it. Mayor Bowen's con- tractors. before the election entered upon an extensive system of foot-walk paving, and now when the work has been carried forward to a Foint where it cannot be stopped withoat infin. ie injury, rexation, and loss to the unfortunate citizens who have property bordering upon the improvements, here come an individual named | Charles Stewart, who obtains an injanction on half a dozen of the ward contractors, on the ground that they are not practical pavers. Ard under this injunction he is able to stop the work in varieus wards, leaving the unfinished foot- walks a fearful bodge-podge of bricks, curb- stone, and half-graded excavations. it is deficult t> see what this man Stewart is driving at in getting an injunction at this late day when the work isso nearly finished. Why did he not put in his injunction when the awards Were first given out? It may be that Messrs. Morse, Gleason, Kirby and Cullinane are not | 1 tactical pavers, but why did not Mr. Stewart | make the point at the proper time and not com: in with bis objection just when its effect is only | to do mischief to the property-holders’? In many instances the property-holders were not solicitous that this work should be entered upon this season, but now that it has been cot menced and carried on to this stage, they want it finished without delay, so that they can have the use of their premises. And in regard tosome of the contractors the objection does not seem to have any great force—Mr. Cullinane, for instance, who has perhaps « wider experience tm street work than any other man in the city. But, however that may be, we object to any wholesale stoppage of the work at this stage of its progress. Mr. Stewart is making himself a nuisance. a The English women’s righters are later in the held than theirAmerican sisters, but in point of ability and practical thought they seem to take the lead. Thas Lady Amberly’s late speech is quite conspicuous for close-sustained argument and “ statesmanlike” views. Indeed, it has so much ability that the British press comfort themselves with the idea that it was written by aman. Lady Amberly’s plattorm is:—tst, ed- ucational equality, so that in schools and uni- versities women may have the opportunities of men; 2d, non-expulsion from any of the profes- fessions; 3d, women to hold property in their own right—widews to be recognized as the | natural guardians of their children; 4th, legal sabordination in marriage; 6th, equal wages for cqual work. — Comfort seekers will soon be coming to Wash- ington in summer, as well as in winter,—and well they may. Yesterday was considered a pretty warm day for this eity, yet here the mer- cury did not rise above ST”, with a refreshing breeze blowing most of the day. At Phila. delphia the thermometer registered 92°; at Ni York, at Oswego, Si; at Bulfalo, 85; at Chi- | cago. while at Long Branch, one of the favorite resorts of pleasure seekers, it stood at Ot The same state of things exists nearly every summer, a¢ am examination of the weather records will show. The Senate did a good thmg yesterday in re- fusing to revive the dead income tax law, but it has a still better thing to do in insisting that the tax shall not be taken off the gross receipts of railroad companies, etc. The seven million dollars arising from that source may just as well go into the national treasury as into the pockets of greedy and soulless corporations. Besides, no other tax is so easily collected or so little felt by the People.
