Obvionsly the first and most imperative daty devolving upon the new municipal administra- tion was to devise some means of meeting the financial difficulties received as a legacy trom the Bowen rule. We are happy to say that the first steps have been taken to that end, ae a success that promises It will be remembered hat a bill peseed the House last week to regulate the assessments in this city, and prevent the misappropriation of corporation funds. This morning Mayor Emery, Corporation Attorney Totten and Alderman rpora- tion, and upon the best mode of meeting them, and of providing a more healthy system of Management of the corporation finances. To this end Mr. Shepherd presented several amendments to the House bill above reterred to, which amendments were adopted by the Senate committee and will be reported. By these amendments proposed by Mr. Shep- herd and adopted by the Senate Committee, an Anditor and Comptroller are provided for, the former being required to audit all claims against the corporation, and to certify to the Comptrol- ler such as are ascertained to be correct. He is to retain the originals of all contracts i orders given by the corporation for work and improvements of every description. It ismade the duty of the Comptroller to keep an exact account of all warrants issued from his office, and of all taxes levied by the corpo- ration; to countersign and keep an accurate record of all receipts given by the Collector and Register for taxes or revenue of any kind, such receipts not to be valid unless so counter- signed, and he is required daily to compare his books with those of the two officers named. Money is only to be paid upon warrants issued by the Comptrotier and countersigned by the Mayor. It is to be deposited the day when received in the bank or other place selected by the Corporation as a depository, and said de- pository is daily to furnish a statement of the deposits, for preservation in the office of the Comptrolier. The Corporation is empowered to issue bonds, not te exceed in amount $600,000, and to bear interest at the rate of 7% per cent. per annum. Said bonds are to be rsd for the sole purpose of paying Ceb 8 :f the city incurred prior to the 6th of Fir > 1870, and are to be reesivad im pay- ment Of taxes to such an amount as may be pre- seribed by the Corporation—no tax-payer, how- ever, to be allowed to pay in said bonds more | than fifty per cent. of the taxes for which he may huve beem assessed on the books of the Corporation Tt strikes us that the mode proposed by Mv. Shepherd for sustaining the corporation crecit and affording relief for the pressing indebted- ness, and also for providing @ proper system of checks and balances to keep matters straight in future is the best that could be adopted. The is. ue of interest-bearing certificates of in- debtedness of the kind proposed will serve to re- vive the corporation credit, whereas a new issue of bends would not only fall tlat, but would de- preciate those already on the market. By this arrangement it is proposed to pay off Mr. Bow- en's legacy of indebtedness within three years, and the corporation will establish its credit and show good faith towards those it owes as it could in no other w: The necessity for some such system of checks | and balances as proposed in this bill needs no | argument. | We are happy to state, alsa. in this con. nection. that the new administration is address- t ing iteetf energetically to the task of provid- | ing the wherewithal to meet current liabili- | ties, and especially to pay the deserving employes of the Corporation who have been waiting so long for their money. Mayor Emery, with Aldermen Shepherd and | Moore, had an interview to-day with the officers | of the First National Bank in regard to raising | money to pay the interest on the funded debt of the Corporation due July Ist, amounting to about $25,000, the salaries of the school teach- ers, five months in arrears, amounting to about $40,000; and the salaries of the police force, due since January last, about $10,000— Mesers. Cooke and Huntington with great cor- diality expressed their willingness to do every- thing in their pewer to sustain the new adminis- tration in meeting these Pressing obliga obligations. +2ee- The accounts received in Washington for the last day or two from the wheat-producing dis- triects of Virginia give promise of a good crop, much better than was anticipated six weeks ago. This is satisfactory as affording another check upon the speculative movement tn wheat undertaken by the western operators. Butler's advocacy of the passage of the Kollin White Patent bill over the President's veto, he (Butler) having received a fee of $2,000 from the parties to be benefitted by the passage of the bill. The adroitness and vigor of Buat- ler’s parry of the attack is admitted; but it seems to be the general opinion that Gen.
