The more we learn of Mayor Bowen's mis- management of the Corporation finances during the past two years, the worse it looks. Take Only one fund as an illustration: By act of the City Councils approved December 22, 1368, there was appropriated for the support of the Public Schools for the fiscal year ending June 30th, 1369, $161,962.50. For the fiscal year ending June 30, 1870, by act approved November 29, 1369, $155,425. Total appropriated for two years of Mayor Bowen’s administration, $345,337.50. During the two fiscal years to date, the Treas- urer of Public Schools has drawn from the City Register, im bonds, $29,608.70; in warrants, $199,139.40. Total amount drawn to date, $223,- 805.10. Of this sum there were paid on the in- debtedness contracted prior to July 1, 1368:— The bonds, $29,668.70, and cash, $3,237.49. Total, $52,956.19. Leaving for current indebted- ness only, $195,851.91, which deducted trom mount of appropriations as above, $345,387.50, shows the amount due the Public Schools to be, O149,235.59. ‘The appropriations made for these years were based on very careful estimates made by the Trustees of Public Schools, and it is Probable that the present indebtedness will about equai the amount here shown as yet due the public schools, thouga this cannot be ascertained for the following reasons: Many creditors, with the intention of obtaining money on their bills else- where, procured them from the secretary. ‘Uthers declined to present bills until the Cor- Poration should be prepared to pay them. Thus the figures of indebtedness on account of pub- lic schools cannot now be ascertained. They will not vary much, however, from $150,000. Should the teachers not be paid on the 30th of June their salaries for the months of July and August, five mouths’ pay will be due them, Those poor persons who take care of school- rooms have received no money since the teach- ers were paid, and nearly all the rent and fuel bills for the present fiscal year remain unpaid; also, a bill of over $12,900 due fur books, maps, papers, &c.,as well as large amounts for re- pairs of school-houses, for school furniture, stoves, &e. +s0-- Tue Finst Troors To DerEND THE Na- TioxaL Carrrot.—As the propositions pending in Congress to reward with medals the first troops from Pennsylvania and Massachusetts who volunteered for the defence of the National Capital at the commenctment of the rebellion in 1861, has again started the discussion of a question long sinee settled by the records in the War Department, as to what soldiers were first to enter the service; it may be as well to state that 4,720 volunteers from the District of Co- iumbia for three months service, were enrolled in the United States army and on duty in this city, before a single volunteer from any State had been enlisted, and that some of the 4,720 District men were in service seventeen days before any troops reached here from the north. Capt. Dubant’s company of three months men enrolled here, received the Sixth Massachusetts at the railroad depot, that company having then been nearly three weeks in the service of the government. We trust, therefore, the claims of the District Volunteers will not be overlooked in any legislation by Congress on the subject. While we are setting this matter right, it will not be amiss to remind some writers and speak- ers, who ignorantly or intentionally continue to ao gross injustice to the people here by repre- Senting them as being during the war “a nest of rebels,” that those same records at the W. Department show that the District of Columbia furnished 52,003 men to aid in repressing the rebellion, nearly as many as either New Hamp- Shire, (34,605), or Vermont, (35,605); and more than either Khode Island, (23,711), West Vir- ginia, (16.572), or Minnesota, (25,034). ++02- The Republican State Convention of Ohio bas been called to meet at Columbus on the 10th of August to nominate candidates for Secretary of State, Judge of the Supreme Court, Comp- troller and members of the Board of Public Works. The State Central Committee recom- mend that the several County Conventions to elect delegates be held on the 30th of July, and urge immediate action in order to secure thor- ough local organization. The State election takes place on the 10th of October. ———__ -+ee- —___ Mayor Bowen’s Ward Commissioners have not yet made out statements of the indebted- ness of the corporation on account of work done under their charge, in answer to the res- olution of Congress calling for such information. It is stated that at the next meeting of the Sen- ate Committee on the District of Columbia steps will be taken to compel these officers to obey the summons served upon them by that committee. se To-day an election takes place in Baltimore city for approval or disapproval of an ordinance having in view the extension of aid by the city to the Maryland Central Railroad. The action of the city asked is, that the Mayor and Council be authorized to endorse the bonds of the Mary- land Central Railroad for $600,000.
