The demonstration of the Emery Reform Re- pablicans last night was concededly the most imposing display of the kind ever witnessed in Washington. In a scenic way it was exceed- ingly brilliant, but the pyrotechnic effects only served to bring out in full relief the compact mass of citizens, filling not only the immense space in front of the City Hall, but also all the intersecting streets for squares away. Looking out npon that vast assemblage one could see that it was, as it should be, a com- posite of all classes of our citizens, and was thus a thoroughly representative gathering of all the interests of the city. Shoulder to shou!- der stood white and colored, native born and foreign born, merchants, business men, me- chanics and laborers, united in the common in- terest of rescuing the city from the bad hands into which it bas fallen. One feature of this grand demonstration was most significant and well calculated to bring discouragement to the ranks of the “ring.” It was the fact that three or four hundred of our best known and most respected business men marched to the meeting in a body to cast their influence in favor of the Reform movement. It has sometimes been complained of our business men that they have not shown sufficient imter- est in our municipal elections; and their excep- tional presence, therefore, last night, in a body indicated most unmistakeably that they have been aroused, as never before, to the desperate condition of our municipal affairs. Side by side with them, at the City Hall, stood the bone and sinew of the city; and with Labor and Capital thus united in the work of reform, we have sat- isfactory assurance of success for the good cause in June next. ee —____—- Violation of Corporation Laws and a neo of Congress by Sayles caer page age 202 of Webb's Digest may be found the following law, viz: “It shall be the duty of the Commissioners re- spectively, under the direction and with the consent of the Mayor, to contract for any and ail improvements for which appropriations may oF shall haye Deen made, (when the appropri. Stion exceeds the amount ‘of S3),) afverrat least ten days public notice; the work to be given to the lowest competent bidder.” ‘This law has been deliberately violated by Sayles J. Bowen im the following instances, viz: Ist. By contracting with Delaware Hadnel! to grade and gravel P street north, from 15th street West to the eastern boundary, for 18 cents for grading and 16 cents for graveling. This work was not advertised, and was let privately by the Mayor for at least five cents per yard more than it would bave cost if it had been advertised and let to the lowest competent bidder. The Sur- veyor’s original estimate was $5,500. During the progress of the work and after its comple- tion there was three deficiency bills passed—one Of $9,115.29, one of $5,312.55, and of #300— times the original estimate. 2d. By contracting privately, without adver- tising, with Henry Burch to grade and gravel 2ist street west, from Pennsylvania avenue to Boundary street, at 15 cents for grading and graveling. The act authorizing this work re- quired it to be done by day's work. The appro- priation was $5,000. Himber, the Commissioner, used up the whole appropriation on two squares, when the Mayor took the work from him and let it out to Burch, the contract providing that | it should be paid for in bonds. The work was finished about the time the Donovan imvestiga- tien commenced. The Mayor became tright- ened from fear of exposure ore the grand jury, and paid Burch in cash; making four | instances in which the law was violated on this work— Ist, by letting the work out by contract, —_ ws mag work; 2d, by le advertising; 3d, by paying for the work in cash, when the contract required it to be paid for in | bonds; 4th, by violating the act of Congress, in | agreeing to pay for new work in bonds, when | the law requires that these bonds shall only be paid to Lquidate the debts due when Mr. Bowen entered upon office. 3d. By contracting privately, and without ad- Vertising, with Patrick Cullinane to grade and | gravel L street south, from 7th street west to 5th | street east, agreeing to pay for the same in | bonds. ath.
