THE MEETING ToO-NIGHT. ‘The preparations going on all over the city | for the Emery ratification meeting to-night in- dicate that it will be the largest and most effec- tual political demonstration ever made in Washington. ‘There will be a number of distinguished speak. | ets present to address the meeting, including | several prominent members of Congress. Among those who will speak are Senator Patter- | son, of New Hampshire; Senator Nye, of | Nevada; General Farnsworth, of [Ililinois; Donn Piatt, of Ohio; Fred. A. Boswell, and others of this city. ‘The leading merchants and business men of the city have determined to throw their infta- ence on the side of municipal reform and will meet at the Board of Trade roomsat 7% o’elock to proceed in a body to the meeting at the City Hall. We doubt not thatevery good citizen will take Pains to be present at the meeting to-night to throw the weight of his influence om the right side. —————_+~+0--____ The article in another column signed “Citizen,” is well calculated to arrest the at- tention of all who have interests at stake in Washington. -It is from a theroughly weli- infermed seurce, and shows that Sayles J. Bowen to perpetuate his power has entered Upon & series of electioneering operations that for profligacy and desperate fraad exceed any- thing yet brought to light im the history of any city in the country. There is one point in this article that commends itself to the consideration of our colored citizens, and that is that the bringing here by the Bowen Ring of thousands of colored men from outside the city to give illegal votes for Bowen, is not only « debasing and demoralizing one to their brethren, but is a positive wrong to themselves by taking the bread fronrtheirown meuths. The money squandered by Bowen in buying these illegal votes from Maryland, Virgima, and the District outside the city, would serve to afford steady employment for most of the needy colored men of the city all the year. Thus, the colored citizens of Washington are equally interested with the white business men and tax-payers in putting an end to this corrupt demoralizing system introduced by Bowen of importing thousands of illegal voters every year just before election time, thereby taking from the legitimate colored voters of Washington the means of honorable permanent employment. If Mr. Emery is elected, and our business men are relieved from the depressing influences of the Bowen rule, building opera- tions will be entered upon, manufacturing enter- prises set on foot, Sc. S&c., in a way that will serve to give honorable and steady employ ment toa large number of colored men, who under Bowen's administration can have no hope of rising to anything better than gatter-cleaning. Every class in the community will share in the benefits from getting rid of the corrupt, expen- sive Bowen rule, and none more so than the colored citizens who aspire to something better than Bowen's insulting jobs of gutter-cleaning dealt out once a year for electioneering pur- | Poses. $$ _+<665—_____ If any more proof was needed of Mayor Bowen's reckless mismanagement of the Corpo- ration finances than is afforded by the depleted condition of the city treasury, the dishonored checks on the designated devository of Corpo- ration funds, the low rates at which those checks and the Corporation bonds and other evidences of indebtednes of the city are selling, and the | suits being brought from day to day against the | Corporation, it was furnished by Mr. Moore in his speech in the Board of Aldermen last night. | He not only gave evidence of the Mayor's inca- | pacity as a financier, but thoroughly exposed | his mis-statements in reference to the matter, as Will be seen by our abstract of his remarks in the Aldermen's proceedings elsewhere. ‘Thus the Mayor has recently claimed that the taxes yet to be collected on the general assess- ment of the year 1869 amounted to $500,000, and that when this sum was collected, with the amounts to be received from other sources, he would be able not only to pay up all the indebt- edness, but would have a considerable surplus. ‘This considerabie surplus his book-keeper esti- mated at from $200,000 to $300,000. Mr. Moore gve figures to show a present indebtedness of Over $750,000 to be provided for, while the amount of taxes yet to be collected amount not to $500,000, as the Mayor says, but only to about $200,000. That Mr. Moore is correct in this is Proved by the official report submitted to the Boardof Common Council last night,showing the amount of uncollected taxes to be #203,013.38—a long ways off $500,000. The receipts from other sources will hardiy exceed $100,000; so that Mr. Bowen has the difficalt problem to solve of pay- ing $750,000 with $300,000, and leaving “a con- siderable surplus.” 28 How is this? Was it concocted in the office of The World, or was the editor of that Paper imposed upon by some person outside? if so, by whom?
