It ls noticeable, as a peculiar feature of tuie | mnrictpal contest, that the warmest, most out- sioken opposition to the Bowen administration comes frem the colored men. This defection is shown by thousands at the various ward meet- ings. At the Seventh Ward meeting the pro- portions of Eowen and anti-Bowen colored voters stood to S80; in the First Ward the Bowen colored vote is in about the same infini- tesimal proportion. And inall the wards, where there is any considerable colored vote, the same state of things exists. The Boys in Blue, mainly colored, last night yoted in a body to repudiate Bowen, andsupport the candidate of the Reform Republicans, Mr. Emery; and it is a fact beyond dispute that the best and most effective speaking on either side has been by colored men like Hat- ton and Henry Johnson, in open denunciation of the Bowen rule. ‘The great mistake of the Bowen ring has been in underrating the intelligence and self-respect of the colored people. Nothing could be more contemptuous and insulting to the colored men than the theory openly avowed and acted apon by the Bowen party that they (the colored peo- ple) are so much merchantable voting material, to be treated with supercilious neglect for eleven months of the year, and then bought by the drove by & few days work at gutter-cleaning just before the June election. The colored citi- zens feel keenly this insulting estimate of their morals and self-respect. They realize that their interests are identical with these of the business men of Washington, and that their permanent Prosperity must depend upon that of the city in whieh they live. They are, therefore, not dis- posed to be placed in the attitude of having any Tesponsibility for the enormous waste of corpo- ration funds involved im the dirt-pie, gutter- cleaning, vote-buying business, by which an mount of money that would keep a large num- ber of industrious laborers employed through the entire year is squandered in a few days on ‘8 few lazy idle persons, and fresh burdens are | thrown spon the tax-payers without a pesticle of return. ‘The colored men aspire to something better than election jobs of gutter-cleaning, and they are intelligent enough to appreciate that if the same money so shamefully wasted by the Bowen ring during its career had been expended in carrying on great permanent improvements, in building up manufactures, improving our navigation and our railroad facilities, &c., &c., they would be afforded steady and honora- bie employment, and the opportunity to enter upon a useful and hopeful career. The Bowen policy is to keep them living from hand to mouth. so as to be always hungry, and always available as voting material.
