Tox New State DsraRTMENT Britpixa. ‘The amendment to the Legislative, Judicial, and Executive appropriation bill, providing for a new State Department building, which passed the Senate to-day, appropriates $500,000 for that | purpose, the building to be constructed under the direction of the Seeretary of State, on the Southerly portion of the premises now occupied | by the War and Navy Departments; @ building | which will form the south wing of a building that, when completed, will be similar in the ground plan and dimensions to the Treasury Duilding, and provide accommodations for the State, War, and Navy Departments. The building is to be of such kind of stone as may be hereafter determined, three stories in height, with basement and attic; the height of the | pavilions to be increased if necessary; the building to be of fire-preef construction and in the renaissance style of architecture; the plans to be approved by the Secretary of State, the Secretary of War, and the Secretary of the Navy. ‘The city authorities are trying to shuffle out Of their failure to have the city properly lighted on dark, rainy nights by attempting to throw the responsibility on those whe light the lamps. This will not do. The city government con- tract with the gas company to furnish light for only twenty-one nights m the month, leaving out the nights when there is a moon, or sup- posed to be. So that when the weather is Stormy, and the Corporation moon fails to de duty, the citizens have to stumble about in Egyptian darkness. If a hundredth part of the Corporation money now being squandered by the Bowen crowd in piling up mud-pies for electioneering purposes were expended in the proper direction, Washington might be the best lighted and best paved city im the eountry, in- stead of being a by-word to point every argu- ment made in favor of the removal of the cap- ital. —___--<ee ---___ ‘The trial of McFarland for the marder of Richardson was ended yesterday by the sum- ming up of District Attorney Garvin for the prosecution and the charge of Recorder Hackett tothe jury. After three hours’ deliberation a verdict of “Not guilty” was rendered, and McFariand was set at liberty. ‘This result has been expected from the com- mencement of the trial. In fact, it seems now to be settled, as the unwritten law at least, that the mjured husband who kills the man who in- jures him shall go scott free. As the New York Sun says: ss Qne good thing at any rate will result from the McFarland trial: it will kill the Free-Love party as dead as a door-nail. — Creck on Tae Carrrot Movees.—The coun- try has cause to be grateful to Senator Stewart, of Nevada, whoon last evening made a telling and eloquent, though brief, speech against placing the National Capitol on wheels and trundling it about the country, to be the bone of contention for every little one-horse village im the Mississippi Valley. His views on that question should go to the world. Certainly his Suggestions concerning the folly of this mad scheme to benefit a few land speculating rings out West, at the expense of breaking up all the associations clustering around the city of Wash- ington, were well timed and forcibly put, and will find a hearty response among all right- thinking men. —_—_—_--ee— The Brooklyn Union very sensibly and correet- ty remarks that “journalism” means, really, the evening newspapers. They give the news of to-day; the morning papers print the news of | yesterday. The genius of the people requires to be fed freshly, and the tendency of joarnalism | just now ie undvabtediy to mect tits require- ment. in Paris, for instance, most of the pa- | Pers are published in the evening, and certainly | those having the largest circulation; in London, | the Evening Standard issues sixty thousand cop- | ies a day, and, besides, there are the Globe, the Sun, the Mail, the Express, the Glow-worm, and | the Pall Mall Gazette. The last named paper published a morning edition up till Saturday | last; om that day it was discontinued. +e2- ‘The feeble etforts of a revolutionary character in progress in France are capable of exciting | derisionenly. They are merely riotous and not dangerously s0, at that. If the red republicans who incite, but take good care to keep out of, | these disturbances, knew what they wanted, and could distinguish the difference between heense and liberty, we could sympathize with them.
