The following communication, from a leading Republican of this city, affords some startling evidence of the nature of the frauds by which | the Bowen ring hope to carry the election in dune. But the people are now fully roused to the necessity of getting rid of this corrupt gang, and the latter will find that theyare playing a game that will not only fail of success but will involve them in penalties they will not care to meet. Let the evidence be carefully collected 4a every attempt at fraudulent registration; let arrests be made and the perpetrators and insti- gators be promptly pilloried, both before the public and in the courts. A strong, active vigi- lance committee shuld be placed in the field at ence, and the villainous r.ng made to understand — will play the game or fraud at their peril. With proper exertions, it will not be difficult to bring conviction and the penalties of the law home to every one concerned in the registration Of illegal voters from outside the city. A num- ber of the prominent Republican members of Congress, who are utterly disgusted with the Bowen administration of city affairs, have ex- Preseed a desire to be kept informed of any attempts at fraudulent registering or voting, or the coercion of voters, in order that they may apply some remedy. It is certain that the Errcct or Hion Crvy Taxes.—The Balti- more Swn has some judicious editorial remarks to-day, illustrating the effect of high taxes in cxties—taxes out of proportion to legitimate ia- come and expenses of administration—in deter- ing investments, and thus retarding the growth of population. The Sun seems to feel that this | line of remark is applicable to Baltimore, a!- thongh im that elty the tax-levies have been reduced this year. But how much more | is it applicable to Washington, where, though we have nothing to show for our high | taxes in the way of permanent improvements Or productive assets, as has the city of Balti- | more; yet our city is hopelessly in debt, the | Fate of assessment has been put up to the high- est mark, and the rate of taxation, oppressive as | it now is, must be largely increased to meet | even current expenses under the present sys- tem of municips! profligacy and waste. ‘The effect of undue taxation is shown tn Brook- | lyn, N. ¥. There the taxes are so high that rents | are necessarily kept up te such a pitch that | people are moving out of the city—into Jersey and all the surrounding districts. Two families, it is stated, have moved out this season to one that moved in. The same unpleasant facts have been noticed here, and the exodus from Washington will be yet larger of those unable to stand the pressure of high taxation, unless some prospect of relief isoffered. If Bowen and his gang have another tease of power all hope of lightened taxation will be abandoned. Some honest, energetic busi- | ness man, like Matthew G. While this was going on, the men were taken into the commis- Sioner’s office, (and it is said were = one dollar and fifty cents each, though I do net vouch for that;) after which, were all marched down toa deer saloon and treated by one of the many Fourth Ward assistant com- missioners. Smith and Brown were then con- ducted by Columbus Briscoe, not to Prather’s alley, bui to the headquarters of * the Bowen ‘ourth Ward Workingmen’s Union,” corner of Sd and G streets. Warrants were procured and placed in the hands of the police for thetr ar- rest. The premises were searched, but the men could not 29 found, though it was ascertained from a woman in charge that Smith and Brown were lodging there. Tue Carital-Movine Prosect.—The St. Louis capital-movers, taking heart, apparently, from the disgraceful condition of affairs in Washington under the Bowon rule, aud know- ing well that there is no possibility of their | change for the better while the Bowen ring con- tinue in power, have renewed their undertaking, 4s will be seen by the following, clipped from the St. Louis Republican of May 5th: “A mecting of the vario: pointed on the capital movement was held pur- it to call last evening, at room No. 5 of the Planters’ House. Among the gentlemen pres- ent were Capt. Silas Bent, Hon. John B. Hen- derson, Col. M. Renick, Prof. Forrest She; hard, Hon. J. H. Terry, W. A. Brawner, L. U. Reavis, and E. F. Hobart. Hon. John B. Hen- derson was appointed chairman. ‘The objects of the meeting were stated by Mr. Reavis to be the consideration of the interests of the capital movement. He referred to the appointment of a national executive committee last fall. which was authorized to call another national convention. It is proposed to hold that convention at Cincinnati, in October. Asa pre- liminary step it is proposed to hold a public mee ting for the purpose of fr agitating the sub- ject within two weeks in St ‘Some pri- ¥ate letters, indicating the interest felt in the subject abroad, were referred to. After a free interchange of opinion it was de- cided that a committee be appointed to raise funds immediately to further’ the Purposes of | the meeting. The Chair appointed the follow- | ing gentlemen as such committee: W. A. Braw- ner, L. R. E,W. For Chauncey I. Filley, Wm. C. ‘Taylor, Fox and Joseph Pulitze ee at Cumberland, Md., to-day an election takes for Mayor and City Council. The present Mayor, Mr. Lloyd Lowe, is a Republican, but a majority of the Council is of the opposite faith. The following are the candidates tor mayor: Lloyd Lowe, Republican, and Henry Gerdeman, Democrat. The colored citizens (they are but few in number, however,) will vote. The Mown- tein City Times (Democratic) is in favor of their doing so, and desires that they be protected if they vote the Democratic ticket. The Allegan- ian ‘0 Democratic), en the other hand bitter- ly opposes their being permitted to approach the ballot box, adxocating the Ben. Harris policy. s20e-— ‘The coal operators are already at work dn Pennsylvania preparing the prices for the com- ing season, fearing that if they leave things alone coal will be too cheap. A pretty condition of affairs, truly, when our municipal government has in less tha: two years doubled its indebtedness, ruined its credit, and has laid hands on a fund always heretofore kept inviolate! And this gang now ask the people to keep them in office two years longer! ‘The elections throughout France on the gov- ernmental changes proposed by the Emperor took place yesterday. Paris gave a majority of nearly 45,000 against the Plebiscite. In the De- partments the latest reports give large attirma- tive majorities. All the prominent positions in Paris were last night occupied by treops, and every preparation made to mow down the people with lead and steel on the first indications of an outbreak. The Emperor showed his usual a3- tuteness in having the election occur on Sun- day that being the holiday for the peasantry, on the vote of whom he mainly relies for sapport. | Of the eight or nine millions of votes it is esti- mated that the peasantry will cast two-thirds, and almost to a man for Napoieon andthe Pi biscitum. The opposition will be mainly in the large cit ssee- {t is understood that Mr. Bowen on being | called to account lately in official quarters for the disgraceful character of the electioneering band-bill issued daily under his auspices, had the assurance to undertake to deny responsi- Lility for st.
