Throughout Mr. Bowen's administration the tax-payers have been entirely at the mercy of a set of irresponsible men, soldiers of fortune. having no Interests at stake here, and whose sole object fm getting control of city affairs has | ‘been to feather their own nests. Amid the gen- | — protligacy and wastefulness of their rule it is a discouraging task to attempt to keep pace With their progress, in the way of recording the various items of their plundering operations. And while the public attention has been claimed by the enormous rasealities and frauds in con- tract-jobe, gutter-work, wholesale bribery of voters, &c., &e., their bleeding operations, car- ried on in a more secretive way, have almost es- caped notice. Thus, we imagine, few citizens are aware of the extent to which new offices bave been created, and salaries have been in- creased under the Bowen rule. This exhibit does not include the large range of increased expenditures for unusual purposes, | such as the rent (at high rates for somebody's benefit) of offices tor the several ward commis- sioners, the school trnstees, é&e., all of whdia previous to Mr. Bowe administration were accommodated in the City Hall, rent free. it will eceur to every reader acquainted with city affairs that many of the new offices are entirely unnecessary, and were created for the purpose of giving employment to noterious “strikers” forthe King. And the work of creat- ing offices and increasing salaries is stil going On. Scareely a session of the Councils is held bot same bill of the kind is presented; and among these is one now before the Boards in- creasing the salary of the Mayor to $5,000. It is not possible at present under the system ©f concealment adopted by the King to get at the amount ef increased expenditures under the Ward commissioners, but it isquite certain from | the style of operations going on in the various wards that the aggregate will foot up in start- jing figures. It | needs nothing but uuited effort to effect a thor- | rough change in our city rule, and the substita- tion of men of integrity and capacity, in whom | the people have confidence. se We learn from the Chronicle of this morning | that the circumstances attending the proposed | sale of property belonging to the city, te which | we referred yesterday, are much more aggra- | ating and disgraceful than we imagined. Ac- | cording to that paper, the debt on account of | which the judgment in question was obtained is | not one of ordinary character, for work done or | | Supplies furnisted the Corporation, but it is a sult brought by Margaret May for “damages for anjury sustained by her falling into an excavation on Dew Hampshire avenue, in the first ward.” So we go. Not only does the present city goy- | ernment allow the public property to be sold by default, but through its own inefficiency or ne- giect, or that of its corrupt ring of cormorants, it farnishes grounds for suits for damages, by Jeaving the streets ix such condition as to lay the city Mable to prosecution in every direction, audto an extent which is only limited by the ability of the city treasury to satisfy judgments! We knew these facts existed in a general way, but did not suspect that they applied to this particular case; nor did we Jexpect to see an ad- berent of Mayor Bowen willing to parade them £0 shamelessly to the world. Ht is adding insult to injury. at Citizens and strangers, without respect to Jarty predilections, who had occasion to be out last evening, must have prayed fervently for a change in the city goverument that would seeure a@ better lighting of the streets. It used to be charged against the gas company, when it did the lighting, that it presumed a good deal on imaginary moonlight, but we venture to say the Oldest inbabitant does not remember a case par- allel to the one under notice.
