It would seem that our city authorities have fer some inserateble reason set themselves detrberately at work to make themselves ridieu- lons in the eyes of Congress. The city has been | hemiliated by the contemptuous treatment accorded by committees of Congress to our | Corporation officials on various occasions, but who shall say that the depreciatory estimate im which the city government is manifestly held by members of Congress, has { not been fairly earned by the puerile, incon- { sistent, and thoroughly selfish course maintained © by our municipal representatives fm their visits tothe Capitol. This point is well Mlustrated by the action of the Councils om the market-house question. No longer ago than January 25th, 1569, the following joint resolution, introduced by W. H. Nine of the twelve members thus voting afe stil! in the Board Mr. Bowen, the Mayor, approved this joint res- olution without reserve, and it is now on record + in-Copgress. For various reasons the bil! was | not acted upon by Congress Inst seshion, and the | Dili has been, to our great satisfaction,so amend- | ed, largely through the exertions of Messrs, | Tamier an@ Beatty, of the Honse, and of Mr. Merril, (of Vermont,).of the Sénate, as to take care of the Interests of the city and to reconcile the various conflicting interests, as far-as pos- sible. j Five months haye been occupied in the thor- ough discussion of the matter. The remarkable ex- pose made by Collector Boswell of the deplora- ble state of our finances has therefore the weight of states evidence. He tells us that not one dol- lar of the income of the city since Mr. Bowen came into office has been used th paying the previous Indebtednes« that the aceount of the Corporation with the First National Bank is overdrawn $124,000; that in addition to this there are afloat $90,000 (really over $100,000) of unpaid checks, that the city at the present time has at least $500,000 of floating indebtedness in addi- tien to the funded debt; that the work in sxecu- tion will foot up half a million of dollars; that the uncellected taxes do not exceed $159,000, and that not more than $75,000 will be realized by the tax-sale (he might have safely said that | not even the expenses of the sale will be re- | alized) and that there is no source from which | rf the mowey to pay this crushing and accuma- lating indebtedness can be realized. ‘These figures are worth whole columns of i: whitewashing statements of the hopeful condi- | tion of the Corporation finances, made by the Ring.
