EVENING STAR | Reading Matter on Every Page. | Whev Mr. Bowen was elected, two years ago, several distinct promises and pledges were | monde, not one of which has been redeemed. An outcry was raised against the extravagance of bis predecessor, and reform and retrench- ‘ment were shouted to gain votes. What is the result? In less than two years | the debt of the city is increased from one million to two millions; its credit is fallen; its treasury | isempty; its laborers are unpaid, and its bonds | are bawked about without purchasers. Nobody is satisfied but the cormorants and contractors who infest the ‘‘ buzzard’s roost,” and who live by public plunder. ‘What have we to show for this doubled debt ? Streets opened upon the outskirts to benefit favorites, mad-holes and man-traps throughout the city, and hardly @ sign of substantial Instead of seeking to improve, beautify, and Tender this capital attractive, the “Ring” have converted it into a sort of experimental garden, where low politics have been propagated to the exclusion of every practical interest. With the million filehed trom the tax-payers and fobbed by venal sycophants, mach might have been done for the city; whereas the streets ate worse than they ever were before, while the ‘paving and jobbing have cost twice as much. Thus the candle has been burnt at both ends. Instead of encouraging the colored people to | habits of industry and thrift, every effort a been made to degrade and enslave them, b: idleness, vice, and politics; so that while thou- sands bare gone to new fields from Virginia, as the eastern men go to the West, to carve out a future for themselves by honest toil, this city bas been overrun with strong men who were RK AND 80. This pernictous custom is nearly obsolete, pect. but there are some old Bourbons ef private life, in- copable alike of forgetting anything or learning anything, who obstinately cling to it still. Nothing could be more pernicious, more utterly unphilosoph- ical, than such an onslaught on the igor sad lig | the phy: ticity of the system. In ordér to enable cal structures to resist the enervating effects of ‘pring dumps and summer heats, it should be toned and reinforced, not relaxed and weakened. The best medicine agent for this purpose is Hostet- ter's Stomach Bitters. [tseffect is to tone the stomach and liver, gently relieve the bowels from obstruc- tions, brace the nerves, improve the quality of the blood. stimulate the appetite and cheer the spirits. In this improved condition the organization is capa- ble of resisting unhealthy influences, which would Prostrate an enfecbled system. A vigorous diges- tion is absolutely essential to health, and there is no danger of the stomach faltering or failing in its im- portant office if this genial vegetable elixir is taken regularly as a stomachic. In the last two years a large number of people have quit Washington on account of its misman- agement, and property has suffered seriously. With two years more of such ruinous rule, it is easy to predict the future. Tax payers care nothing about the Politicay antecedents of Mr. Bowen, or the costly crew, headed by his henchman, W. A. Cook. What the good citizens of all colors—for all are equally interested—want is an efficient, upright, ca- pable and vigilant chief magistrate, who will strive to redeem the capital of the mation from its present disgraceful position, and give a new impulse to its material development. The colored people have no interest distinct from the white population, and there ought to be no antagonism of any sort. The scurvy pol- iticians who strive to run a dividing line of prejudice between them are the worst ezemies of the city, and, in fact, they have no stake here, except what adventurers may claim wherever they go to prey upon a tar-ridden people. a oe The colored vote in various doubtful States is anelement of sufficient importance to be an object just now of no little solicitude to the politicians. Im Virginia the Democrats have had the tact to utilize this vote for their own advantage, and the Maryland Democracy are moving inthe same direction. In Delaware a pretty vigorous effort is to be made by the Re- publicans to secure the negro vote, or a sufficient proportion of it to wrest the State from their opponents, and at the same time to displace the Saulsbury dynasty. As there are some four thousand colored voters in the State, and as the Democratic majority ranges from twelve to thirty-five hundred only, the Republicans have &@ pretty good show for success. It is under- stood that Sella Martin, editor of the Zra, John M. Langston. Professor of Howard Univer- sity, Charles H. Peters, Collins Crusor, and other colored speakers of this District, will | canvass the State of Delaware, and address | themselves more especially to voters of their own race. Also, that Postmaster General Cres- well, and Mr. Richard Harrington of the Wash- | ington bar, will take part in the canvass in that State. One result of the overthrow of the De- mocracy in Delaware will probably be the dis- | placement of Mr. Saulsbury in the U. S. Senate | by Judge Fisher. And should Judge Fisher go to the Senate, Mr. Harrington may perhaps | succeed him as our District Attorney. | It is probable that Messrs. Martin and Langs- | ton, and some of the others named, will also | canvass the State of Maryland. That State gave Seymour 32,000 majority, but the negro vote is imated at from 30,000 to 35,000; and ‘the white Kepublican vote will receive consid- erable increase from the Conservatives, disaf- feeted with Democratic rule. Should Mary- land go Republican, Mr. Creswell’s chances of | politreal preterment will loom up prominently. in Kentucky, the colored vote of 59,000, though not enough to overbalance the heavy Democratic majority of 76,000 given for Sey- mour, is still formidable enough to enable the | R Kepubheans to count upon carrying several of the Congressional districts. Insome half dozen other States, where the vote is close, the colored vote, though small, is a decisive element. In Connecticut the negro vote is about 1,500, enough to carry it either Kepublican or Democratic, as the colored voters may choose; and as both parties in that State refused them suffrage, they are in a posi- tion to act impartially. But the bulk of the colored vote there will, as elsewhere, doubtless be secured by the Republicans, their natural allies. indiana is another close State, and there the two or three thousand colored yoters will very likely turn the scale, as will the ten thousand in Pennsylvania, the five thousand in New Jersey, the seven thousand in Ohio, the twenty thou- sand in Missouri, and the tweive thousand in New York. OO a Word comes to us from England that Mr. Jef- ferson Davis is engaged in writing a novel, ‘which is to be completed before the year is out, and to be first published in London. It is added that it is to relate to the Mexican war, and will not touch upon recent politics. We take leave to doubt the statement. In the first place, the information reaches us from a roundabout and unreliable source, and in the second place, Mr. Davis knows very well that he is not a success- ful romanecer. He tried his hand at it in writing prociamations while playing President of the “‘late so-called,” and failed hopelessly. He is not likely to try it again.
