The feeling of false delicacy which has so long existed in connection with this important and eventful feature of human econ- omy is fast giving way to more enlightened ‘views on the subject, and im a little while the habit of anneuncing births will be as common and fixed in all party of the country as that of P ublisbing marriages and deaths. And why not? The fact of being born is just as patent and necessary, and just as proper, moreover, as that of getting married or aying. ‘There should therefore be no more hesitation in making it known in one case than In the others, Besides, such publications are of great import- ‘@nce as public records in furnishing vital statis- ticsin which all are interested, and of hardly Jess value as a means of preventing impositions and in the establishment of identity, heirships, etc., where other evidences do not exist. It is only necessary for heads of families to get over the old-maidish feeling that it is adventurous or vulgar to make public those interesting do- mestic events to inaugurate a custom in favor of Which many sound reasons exist, and against which no valid objection can be urged by any syell meaning person. +i ‘The plan of minority representation, which bas recently been much discussed in England, bas been practically applied on a small scale in Pennsylvania. An act was passed by the Legis- lature of that State amending the charter of the town of Bloomsburg, which provides that when six officersare to be chosen each voter may give one vote to each of six persons, or one yote and a half to each of four, two votes toeach of three, three votes to each of two, or six to one. At the first election held under the new regulation for seven members of the town council three demo- crats were chosen and four of the opposition party. Asthe town has hitherto always been strongly democratic, being the home of Senator Buckalew, this result shows how much more equitably the principle works than the mere gross majority principle, by which one party, or one portion of the people, may have absolute denomination over the other, even when the two parties are of Lens numbers. +20-- A correspondent inquires whether there is not poison in the green ink used in printing the new turee cent postage stamp. We believe a poison- ous substance enters into the composition of nearly if not quite all green coloring matter, but whether any is used or not in the case under notice, we have no means of knowing. Wetake itfor granted, however, that both the govern. ment and the contractors who print the stamps would guard against the use of any poisonous substance in the preparation of an article enter- ing inte such universal use, and particularly where it would so uickly and certainly develop its fatal effects as in the wetting and attaching ofstamps.
