SENATE.—After our report closed— ‘The jo nt resolution donating captured can- © purpose of constructing a monu- West Point, to the me of the regu- officers who fell in the rebellion, was asse: Pethe bill of Mr. Schurz to reform the civil ser- vice bill of the United States, was passed over under the objection of Mr. Pomeroy. dhe bill to repeal the test oath was objected to by several Senators, and was passed over. ‘The bili exempting parsonages in the District of Columbia from taxation was passed over. ‘The Lill to regulate the foreign and coasting trade on the northern, northeastern and north- western frontiers of the United States, and for other purposes, was taken up and passed, and the Senate at 5'p. m. adjourned. HOUS After our report closed— Mr. Logan (1li.) asked leave to offer a resolu- tion requesting Gen. Giles A. Smith, Gen. J. A. Smith, and Gen. Ely S. Parker to act as a com- mission to procure an appropriate burial place for the remains of the a John A. Rw late Secretary ‘ar. Mr. Cox (N. The pending question was upon an amnd- ment oftered Ey Mir Conger, (Mich.,) when the House was last in committee, by adding to the paragraph relating to iron in slabs a proviso { any such ends, chipping, or punchings which shall Baye been cut, stamped, or tially prepared for anv article of manufacture, and which shall be entered or attempted to be entered under the subdivision shall be forfeited to the United States.” The amendment was adopted, and pending further consideration of paragraph, the committee rose. Mr. Burdett, (Mo..) from the Committee on Elections, reported the contested election case of hp oo and Newsham, from the fourth Louisi- ana district. The resolution of the.committee wards the seat to Mr. Newsham. The House then, at 5 p. m., adjourned. —_..cee- Styeviar VeRpict-—The verdict of the jury in Bowler’s case, in Richmond, is very surpris- ing. Charles H. Rogers was found near Rich- mond, dead, with two bullet holes in the back of bis head. His person was robbed of a consider- able smount of money, &c., he was known to have about him. Bowler was the last person seen with the deceased, and he immediately fled going to show Bowler’s connection with the crim: lowever, the jury brought him in guilty of murder in the second degree, fixed his sentence at nine Years in the penitentiary. This is very remark- able. Bowler either killed Rogers or he did not kill him. In the first case, he certainly commit- ted the foulest of murders; if he did not kill him, then the verdict should have been “ not ————— oMAN'S RIGHTS IN DELAWARE.—A man by the pame of Crowden, living in Dover, becoming addicted to the excessive use of liquor, left his wife and family some time during the winter, and ceased to provide for them.
