Largest Circalation in the Distriet WASHINGTON OITY: Reading Matter on Every Page, : There is great signiticance in the fact that so large a proportion—perhaps ‘all who took part in the imposing demonstra- tion last night were colored men. That this immense throng of colored men should appear on our streets taking part in a demonstration in behalf of municipal reform, and marching | under banners inseribed with such mottocs as «Down with the City Hall ring,” “Let us haves change of government in this District,” “Equal rights for city and county,” Sc., &¢., shows unmistakeably that they have opened their eyes to the manner in which they have been bumbugged and misied by the City Hall crowd. It is another noteworthy fact that the colored people in the line of procession last might were made up of the best class of colored citizens, selfish parposes. These demagogues tricksters, of the class of Corporation A\ Cook, Contractor Morse, and the rest, have sought to array the colored citizens against the tax-peyers and business men of the city, as if their interests were opposed, when they are really identical; but this game has been played out, as shown last night. The defeat of the “ring” is signal, since they undertook every sort of coercion, intimidation and bribery to Prevent the colored people from taking part in the demonstration last night. But the latter have struck for independence, and with no i to bully them, or to buy their votes by petty jobs of gutter-cleaning for a few days prior to the June election. It is a goodand hopeful sign for the future that the colored citi- zens thus show a determination to maintain their self-respect, and to throw off the rule of the petty demagogues who have boasted of being able to buy and sell them at their will. ———_ -+ee- Readers who have been bothered over the word “‘plebiscite,” so constantly occurring in the last fortnight im the Paris telegrams, may like to know that it is only a high-sounding name for a special election. French literary men and politicians have a weakness for Latin terms, and so call a special election a “ plebis- citum,” which was the Latin word for a law passed in those assemblies of the people called comitia tribula. Strictly speaking, the “ plebis- citum” is a decree thus passed by the whole body of the people. The French form of the word is “ plebiscite,” and the term is loosely | applied to the decree, the submission of the de- cree to vote, and the draft of the decree which is discussed, as now, to the Corps Legislatif. But this draft is also aud more properly called a “Senatus-consultum”—another Latin phrase both a decree of the Senate and a debate therem. Regularly the “Senatus-con- sultum” was the form in which the Roman people passed upon a law by yea and nay vote; but they also had the power of voting on meas- Gres not introduced by the Senate, and this power of introducing laws to the people for their vote is what in France is called the “ple- biscitory” power, and what the Emperor now reserves for himself, independent of any action his parliament may take. sultum” now on hand perpetuates the sovereign power in the Bonaparte family, and its adoption will bind anew all who support it tothe for- tunes of that family. He ap- peals from the present and prospective enancia- tion and action of the leaders of his party to the rank and file of the party itself. Mr. Harris says that if the action of the representatives of his party is sustained by nominating any one supporting the pelicy of the Committee, “from that moment the Democratic party in Maryland is dissolved.” Mr. Harris is kicking against the pricks. The indications trom Democratic quar- ters in Maryland show unmistakably that the party means to accept the situation, and culti- vate the Lene vote. s20e it is announced | that Prince Pierre Bonaparte ‘has arrived in New York, under an assumed name; but as the New York Star is the only paper which has the news, and as Jo.
