The Fifteenth Amendment. ‘There seems to be some misapprehension in regard to the force of the Fifteenth Amend- ment, and its effect upon existing laws. For imstance, we see it maintained that it enfran- chises not only the negro but the hitherto dis- franchised whites in States where a property qualification exists, as in Rhode Island for example. In Baltimore the other day, upon the ques- tion of approving the Jones’ Falls ordinance, | some colored men who offered to vote were re-~ jected on the ground that they were not tered; the registration not being held until next fall. Since then the point has been raised in bekali of the colored men that the election was invalidated by tig refusal to receive their votes. Cases of a kindred character havé occurred within a few days in New Jersey and Penn- sylvania. In these cases it seems to us that there is a misconception of the amendment. These are its exact words: “ARTICLE XV. Section 1. The ri; i of citi- zens of the United States to vote or abridged by the United States or or by account of race, color, condition of servitude. pore ne me “Section 2. The Congress shall have power to entorce this article by appropriate je, ris nm.” ‘gislation It will be seen that it does not interfere in any manner with State laws in the matter of suffrage qualification, exeept to provide that black and white shall be treated alike. ft does not inter. fere with the property qualification, educational qualification, registration qualification, or any other qualification that may exist. The two first qualifications would seem to discriminate unfairly against the colored people because so small a perportion of them have educstion or Property, but under the letter of the amendment it is difficult to see how that discrimination can be avoided im States where those qualifications are required by law. ‘There are not many localities, however, where such qualifications exist to operate against them; and with the eagerness shown by the colored man everywhere to get the rudiments, at least, of education, and a house and lot of his own, he will soon be able to hold his own under all the tests applied to the white voter. The New York Mail says that the son of Lopez, who is studying law in that city, refuses to believe the reports of the death of his tather. Young Lopez claims that the report from Lis- bon was manufactured in order to offset the effect of the news that President Lopez has turned on his pursuers. He says that the Lis- bon steamer which brought the news published here on Tuesday brought as late news as a Montevideo steamer could have had. He in- herits his father’s undying pluck and is hopefal for the Paraguayan canso. He says that the Brazilians only hold the river and Asuncion, while the Paraguayans are safe from attack in the country, and that the latter will fight to the last rather than to submit. Even if the news of the death of Lopez be true, it does not follow that the Brazilians will tind their troubles over, or the occupation of Paraguay an easy or even possible task. = ssee- From the universal interest manifested in the | demonstration to-night in honor ot the ratitica- tion of the Fifteenth Amendment and in behalf of an improved mode of government for the District, we imagine it is quite needless to call the attention of citizens to the desirability of their taking such part in the affair as shall con. | tribute to its effectiveness and significance, | ‘The notes of preparation throughout the city | and District indicate a very large turn-out and | @ brilliant display. The adversaries of a better system of District government will naturally rejoice if the affair should fail to show the | strength in numbers claimed for the movement, but we are quite sure from all the sigus they will not find any occasion for satisfaction from | this cause. ——_—_—_+e--____ We tail to see any good reason why the exam- inations before Congressional Committees ot investigation should be held in secret. The object is always defeated, because what occurs in session is sure to get out in some shape, and usually aftersome mutilated, one-sided, ab- surd fashion, that makeeit retlect diseradit on all concerned. Where the case investigated is one of national importance and interest, the tenden- cy of the secret examination is demoralizing, since it induces extraordinary efforts to get the evidence and results, including the payment of money to parties having access to the records. Better have open sessions and an opportanity for the press to get correct impartial reports. —__—__-<e---_ Mr. Lixcotx’s Reticious Bucier—ar. dames E.
