_EVENING STAR. | “FOR TY-FIRST CONGRESS, | Conclusion Yesterday‘s Proceedings. SENATE After our report closed— Mr. Sherman moved to ia = oy teformally, the joint resolution authorizing the Northern | Pacitie Kailway Company to teae its bonds for | the coustruction of ite road, and to seeare ther same by mortgage, atid to take up the House bill reiating to t come tax, and expressed the opinion that it would be passed without de- bate. THE INCOME Tat Mr. Sherman said the Committee of Fingnve | were of the opinion that 1 would be proper to <ontinue the income tas for this and the pres- ent yeary but to avoid the long discussion | which ald emsue they had decided to let | the general subject rest until the generat tax Vill came in, the resolutions they now re- | ported merely provided that the tax on divi- | ends and salaries sbould be ovutiuued for the present year. Mr. Scott expressed doubt as to the legality of exacting the income tax after the year 186), bat he would not discuss the matter ‘now, and | only desired to call attention to an amendment | whieh he should offer. The law was supposed | be to exempt $1,000, but in effect such was not al- ways the case, for the reason that corporations | are required to payin gross the tax on their dividends, and many persons who receive divi- «ends on stock held by them have this tax de- «tueted, although their gross income is not of the amount of 81400. Sumner would take this opportunity to say that the income tax should not be con- tinued. =. Scott-—It has already expired. Mr. Sumner.— Well, it should not be renewed. it has died a natural death. It was a wa measure, and, now that peace has returned, it should not be resuscitated. The medicine of € the coungry should not be its datly bread. | ji. ‘There was another matter to which he desired to call the attention of the Senator from Ohio, <Mr. Sherman.) and that was the subject of the taxes. He repeated the cry,“ Down with The country was in a condition which it, and the taxes must be reduced. ig said if he were tm favor of the re-establishment of the income tax he should ever be willing for a declaratory resolution to make plain that which was already plain. It was just as plain as words epuld make it that the income tax expired with the last year. It was @ tax which. as a British statesman had — Baty y menage te & nation of liars. qua in theory, it was mest grievously un- equal in ice. In the hope that this might be a finality. he would be willing to waive objec- tion and let this resolution go, as the tax, in <hvidends and salaries, was already pretty well gathered in. Mr. Sherman would, at the proper time, de- monstrate that the income tax was the most equitable tax initheory and practice. After a long debate, Mr. Casserly moved an smendment, excepting from tax the salaries of © —_ nOt exceeding $2,900. cled—ayes Ti, no iar. 3 Sumner, on voting in the affirmative, re- marked that he wonld vote in tayor of any prop- sition te put down tax: Mr. Seott then offered the amendment noted above. Hé said when the general subject came up he should of any revival of this tax; it was dead. and he wanted the odious thing to be dead bevond resurreetion. Mr. Sherman asked the Senate to vote down all amendments. The amendment of Mr. Scott was then re ected—aves 16, nays 26. Mr. Viekers moved an amendment to fiv the tax on salaries aud dividends at 3 per cent.; which was rejected—Mr. Sumner and Mr. Vick- ers oply in the affirmative. Mr. Sumner then offered a substitute for the report of the Committee on Finance, and it was read the third time and pawed.
