WASHINGTON CITY: WEDNESDAY. --April 6, 1870. ” Reading Matter on Every Page. | Nitre Cav ‘The production of such important constin- ents of gun powder as nitre and aquafortis is at times a serious concern with all governments. Some of the people of Northern Europe are compelied to pay @ portion of their taxes an- nually on saltpeter. Whilst the sea board of 3 nation is unobstructed there is no difficulty in obtaining supplies from foreign countries, especially from India, bat a blockade compels a people in state of war to rely upon internal re- sources. It has not unfrequently happened of the country afforded. What are called nitre or saltpeter caves, which are well known to abound in most of our States where limestone formations and their attendant caves exist, are resorted to for this purpose, as in Kentucky, Virginia, Tennessee and other States. The loose earth is dug up from the floor of the cavern and the soluble part of it extracted by water. The lye obtained from wood ashes is added to this to form the saltpeter, which after properly evaporating off the water, is found in the form of crystals. Beside the old localities above referred to, the Commissioner of the General Land Office has recently obtained information of the existence of abundant deposits of the nitrous earth in sev- eral other places. Two of these are in Texas, one at the Camanche Springs, Llano county, and the other in Burnet county, on the Colo- rado. These deposits are all in caves, where this substance is protected from the action of rains, but in India and other places it is not unfrequently the case that nitrous salts are ob- tained from the soil itself which has been ex- posed to atmospheric vicissitudes for all past time—the climate there being in the rainless zone. Similar deposits are reported from the vicinity of Red River, between the Wachita Mountains and the celebrated Liano Estacado, where rain seldom falls. An additional locahty, lately reported, is in Churchill county, Nevada, near the Soda Lake at Kaytown, where beside nitrate of potash an extensive bed of trana or sesqui, carbonate of soda exists. ‘The New York Post says that Mr. Sherman’s resolution continuing the income tax at five per cent. through the present year, and at three per cent. afterwards, without any change in the ex- emptions or modes of collection, will satisfy neither the friends of a judicious tax on income nor the opponents of all such imposts. The re- duction to three per cent. ought to take effect immediately; the retarn of taxable income ought to include the rent or rental value of a <lwelling-house, and the exemption ought to be increased from $1,000 to $2,000, in order that the extension of the tax to house rent may be no burden upon persons of moderate expendi- ture.
