EVENING STAR. LATE TELEGRAMS, &c. Gov. Walker's appointee as Mayor of Rich- mond on Saturday resisted the authority of the ‘United States Marshal who attempted to carry ut the order of the District Court removing him from office. The Marshal was overpowered by super‘or force, but to-day Gen. Canby will see that the writ of the Court is executed. Mr. Wiener, the American Consul at Des Abricots, Hayti, recently arrested by Jacquet, chief of the insurgents, is still held asa hostage at that place. The American, French, and English consuls at Port au Prince have taken the matter in hand, and one English and two Haytien men of-war havo been sent to liberate the captive. A cable dispatch to the N. Y. Herald says Mr. Phillips, otherwise Forbes, inti este seme ted with’ the Proposed purchase of Caba by the United States, been arrested at Queens town, charged with alleged embezzlement from the Treasury Department in New York, and sent to prison tor eight days. London bankers have purchased $2,500,000 of the bonds of the St. Louis B Company, with the option of a balance of the $4,000,000 issued within thirty days.
