| EVENING STAR. Largest Circulation in the District WASHINGTON CITY: A correspondent for whom we have much Tespect as.an intelligent and active friend of the Public Schools writes to us, in view of some recent strictures by Tu£ STAR upon some of the modes of school punishment, suggesting that in the multiplicity of restrictions prescribed in the matter of punishment, the teachers are at alos to know what mode of enforcing discipline they may follow. Corporal punishment is strenuously objected to, the expulsion or suspension of the pupil is held to be almost equaily objectionable, and if they are not to be permitted to substitute ‘as punishments some physical Testraints, sach as keeping pupils in at recess, they say they have no means of maintaining proper control. We concede the difficulties of the teacher's Position, and especially in this city where the allotment of pupils to each teacher is unduty large. Sixty pupils are assigned to each teacher, (in Some of the schools there are between seventy and eighty,) and we hold that no teacher can do justice to more than half that number. Again there is the drawback of deficient grading, or no grading at all, whereby there is a multiplicity Of classes; also the tedious tabor involved in modern analytical teaching, and this formidable catalogue is further extended every few months by some adiitional study. Music, drawing, ‘The Democratic-Conservative State Central Committee of Maryland assembles at Annapo- | lis to-day. It is not known what is the object of the meeting, but the fact of it taking place at Annapolis during the session of the General | Assembly, and when no election is at hand or to occur for some time, has attracted attention and caused considerable comment. The Baltimore American says it is generally supposed that the gathering has been occasioned by the delay of the Legislature to take the necessary action te place the laws of the State | in accord with the Constitution of the United States; in other words, the Democratic State Central Committee, it is said, want the Registry law so amended as to provide for the registra- | tion of the colored voters. They are not actu- | ated, however, by any desire to allow the recently enfranchwed citizen the free exercise | of his rights, but are forced into action from | the fear that if “‘something” is not done in the matter before the Legislature adjourns, next week, Congress may avail itself of the power granted it in the second section of the Fifteenth Amendment, and immediately pass laws “to enforce this article by appropriate legislation.” The representatives of the Democracy do not want the voters of Maryland registered by United States officers; whilst many of them believe, with Hon. Benj. G. Harris, that the en- forcement of the Amendment should be resisted, they make a show of acquiescing in it, for the purpose of preventing what they call “ Con- gressional interference.” Meanwhile the Democratic papers throughout the State are a good deal divided as to the Proper course of action to be pursued by that Party in relation to the newly-enfranchised “man and brother.” The Centreville Observer, organ of the Queen Anne’s Democracy, esti- mates the probable colored vote in that county, and concludes that “ the vote in the State, and in and German, are now embraced in the curricu- { MF county, will both be very close, painfully so.” lum, and it is proposed to add the French | language. There are separate teachers for music and German, to be sure, but where there is but the single recitation room for the schoo}, as is the ease im most of our schools, the recita- ton of the classes in these studies naturally in- terrupts all the other studies, and proportion- ately shortens the amount ef time to be given to the ordmary studies pursued. With so many scholars and so many studies, | the amount of time and attention that the teacher can give to cach pupil is minimized to @ pretty small figure. And here is just where the strain comes, in the matter of punishments. Our public school system ix founded upon the theory of the greatest good to the greatest num: ber. Justice to the majority requires that t time of the teacher shall not be absorbed by dealing with intractable pupils—hard cases who defy parental authority, and are sent to school | as to a house of correction, or to “get them out | of the way.” We do not believe in corporal punishment (by the tracker), nor do we believe | in punishing in any way calculated to cut off sunlight, air and exercise from the pupil, to the injury of his health; but if he proves intract- | able, we do believe in sending bim promptly home to the parent, to be dealt with there. Corporal punishment in school is objection- able, because it ig usually done in anger; be- | cause the overworked teacher should not be | made todo public fogging for a whole neigh- | borhood; and because the display of passion and brute force involved in @ school flog- ging has anything bat an edifying effect upon the pupils, and is quite sure to put both teacher and pupils out of gear for their respec- tive duties and studies for the rest of the day. But let the perverse pupil, after due warning, be—pot expelled—but sent quietly home, and his parents notitied of his course. If they have | &prozer appreciation of the benefits of our pub- | lie schools they will apply a remedy and return the child to school the next day, penitent and in the mood to conform to the rules. What is needed mainly by the teachers is the co-opera- tion of the parents. Let the parents show pro- per interest in the progress and conduct of their children, and sympathy with the labors and difficulties of the teacher, and the task of the latter will be greatly relieved. Most parents | would prefer having a child sent home with a note, rather than to have it tlogged in anger by a teacher harrassed with the care of sixty, sev- The Observer therefore argues in favor of beat- ing the Radicals at their own game, and secur- ing the colored vote. It believes that it is cer- | tain the Democracy “can so manipulate the negroes as to seenre many votes from them;” but it adds this can only be | effected “ by them kindly, foster- | ing their institations of learning, and be- ginning in time to teach them upon which side of the contest their true friends may be found.” The Easton Star, organ of the Talbot county Democracy, holds to the same opinion, and | thinks the negro can be won over by “beneyo- | lence or by whisky.” The Frederick Union, one | of the mouth pieces of the Democracy ot Fred- erick, kicks in the traces and sharply assails the | Democrgts who are looking after the colored vote, telling them ‘that the time may yet arrive | when it will be necessary to hold them up to the scorn and contempt which they are earning for themselves.” The Cecil Democrat thinks the negro unfit to vote, but as he is to vote the Democrats may as well “‘conciliate” him. The Annapolis Republican, the organ of the Democ- raey of Anne Arundel, fears that some of its Democratic cotemporaries have “put their foot | im it” by their denunciation of the amendment and colored suffrage, and the tone of other Democratic papers of the State is in fayor also of “conciliating” the negro vote. The present rate of taxation in the State for school purposes is wholly inadequate and is necessitating the closing of schools in many counties. The Annapolis Gazette says that it is Tumored that there are not sufficient funds in the State ‘Treasury to pay the salaries of the members of the Legislature. The failure of the Baltimore and Ohio Railroad Company to pay over the capitation tax is said to be the cause of the emptiness of the State Treasury. ———_— -see.
