It provides that, in addition to the penalties already imposed, the Speaker shall exeinde from ail the privileges of the floor, gal- leries, committee rooms and clerks’ rooms any person or persons who has or have bees proven or may be proven to have attempted to corrapt'y spproach any member of Congress and by bribl- ery attempted to influence any appointment. Mr. Hooper (Mass) rose to a personal explana tion, and sent to the Clerk’s desk and had read an editorial article in the Philadelphia Post, of yesterday morning, in which he was confounded with Mr. W. H. Hooper, Delegate from the Ter- ritory of Utah, and which attributed to the Massachusetts member the language uttered by Delegate on the polygamy question, as ed in yesterday's STAR. ne House then resolved itself into Commit- tee of the Whole on the Tariff bill. Mr. Allison (lows) addressed the Committee, saying the country was not in a condition to al- jow free trade, bat he did not believe there was any necessity for this bill, or that it would ac- complish the purpose aimed at. Pending farther discussion, the House, at 4:30 y). m., took a recess wntil 7:30 p. m. At the evening session, Mr. Allison being en- titled to the floor yielded it to Mr. Haight, N. The inventor has particular! applied it to the uction of petticoats, whic! are either prin in imitation of the fashiona- ble skirts of the day, or stamped out with open work of such beauty and delicacy as no amount of labor with scissors and needie could imitate. ‘The marvel is that these really beautiful pro- ductions can be sold at retail at fifteen cents each! Imitation cretonnes and chintz for bed furniture are also made, aset costing at retail about $1.50. The felted material is so flexible thatacurtain may be twisted into rope and shaken out again, showing as little creasing as chintz similarly treated. There are also table- cloths embossed with =p of ES beauty. ‘This felted paper may in end have a serious influence on the production of the woven fabrics it is intended to displace. Imitation leather, impermeable to water, is likewise made of it, and produces acheap and useful covering for Turniture, and even serves for shoes.—Paper Trade Reporter. Mcrper WILL Ovt—Another astonishing proof of the adage that “‘marder will out,” has just occurred. On Monday last a woman named Lunsford, was found in her room at Mans- field, Ohio. Her thr was cut, ber abdomen laid open with a fearful h, and her bosom and arms had been terribly bitten. There was nothing, however. to indicate whe was her mur- derer, except that her only acquaintances in Manstield were a well known citizen, A. L. Kobinson, whose mistress she had been, anda wan named Ebersoll, to whom she was soon to be married. Both these were arrested, Dut no evidence against was obtained until some one suggested that the teeth marks in the body might afford some clue. A dentist was then employed to take a cast of Kobinson’s mouth, in which twoteeth were missing. The body of Mrs. Lunsford was exhumed, and the marks on the arm compared with the cast by three physicians, who swore that, after carefui and repea-ed examination, with a full apprecit- tion of the responsibility placed on them, they were forosd to the conclusion that the bites on the murdered woman's arm were made by the mouth from whiclt the cast wastaken. The plaintiff was employed a3 a house- keeper for the defendant at 50 Carroll street. He led her to believe that he loved her, she says, and finally he promised to make her his wife. About the time the happy event was to take place he became indifferent, when she inquired the cause stated that he concluded to change his housekeeper, and that he ho) all that had passed between them would be for- ten. Frxprne Mowzy on Tae Cars —Interesting Decision Some time since a Mr. Haws found a oo containing one thousand and forty-tive lollars on a car of the New York and Harlem railroad, which he handed to the conductor, re- marking at the same time that he supposed’ the company was entitled to it. The conductor gave it to the company, who were unable to find the owner. The plaintiff now believing that as no owner has been found, be is best e1 ww the money, suit to recover it. The com- pany claims that according to the laws relating to public carriers, they are responsible to the owner, and, therefore, are enti to the money.
