EVENING STAR. | Largest Cirealation i the District WASHINGTON CITY: TEURS@A?..:.1....::.uarem 24, 1976, Reading Matter on Every Page. If any new moral is to be drawm {fromthe much talked of Bailey case, we think it will be found in the very plain and forcible manner in which the evils and dangers of the detective ‘System as at present applied to the collection of or wish of the goverSment, Mr. Bailey was al- lowed to direct the seisures not only of his own district, but practically those of the others in the city of New York, and of other parts of the country aswell. This necessarily brought him in contact with a whole army of detectives, in- formers, spies and hangers-on, of every degree, upon whose statements he was compelled to rely as to most if not all of his widely-scattered and far-reaching operations: They gradually led him forward from one seizure to anether, poss!- bly by true and probably by false representa- tions, umtil he fimally found himself completely im therr hands, and powerless without their aid. Into the hands of these corrupt harpies has gone the bulk of the missing money, instead of into his own pockets. This, at least, is what the factsso far elicited tend to show, and this, too, is the firm belief of those who knew Batley best. But for his ambition to be accounted an extra zealous and efficient officer, and bat for his con- to above, it is morally certain that the missing and raméd official would be in office to-day, honest, trusted and honored, as he was before he took the fatal step, and the comitry would have been spared one of the most sad and mor- tifying exhibitions of the period. ‘The detective system is one of the worst of the many demoralizing inheritances from the late war, and we suppose we shall be cursed with it until all the effects of the war have passed away; but all good citizens, and particularly all honest and conscientious pubtic officers, will rejoice when we are once more well rid of the evil. When that day comes, if it ever does, honest men will be freer from unjust persecutions, and rogues will stand a better chance of getting jus- tice, than now. } —— oe Governor Bowie, of Maryland, in giving his reasous for signing the bill extending the time for the completion of the Metropolitan (Point ot Rocks) ratlread, quotes from a veto he had prepared of that bill, and takes occasion to re- view the course of the Baltimore and Qhio Railroad Company in defeating the constraction of the road by the District Company, and who had fatied to make the road themselves. In this connection, Governor Bowse says: “It should be borne in suind that in 1900, when the act now to be amended was Assembly, and conferring from taxation, there these peltlegee, caom, company” of wealthy caj ists: seating’ a oui a charter to build this road, not only from 2 pouese of the petaten of Columbia and road, in of tree years, = for parched = rela Company unlec probably twice as far the ‘And yet, in view of ouch partial leeistation as | this, by the Maryland Legislature, in favor of the monopoly railroad interest of that State, it is claimed, whenever the interference of Con- gress is asked to charter railroads through know, to say that the statement ww Jersey, has always very freely ex- Pressed the convictions entertained by him at the time on all public questions; and these views being well known to his personal and political friends, it would be very natural that they shou!d state them im conversation with Senators and others. All this is perfectly natural and proper. But of course, no Judge would feel himself hampered or restrained, by any such previous utterances, from giving most impartial conside- ration to the arguments fur or agaiust any pri- vate opinion be may have previously enter- tained, when the question is brought before him for judicial consideration. This happens in the case of every public man and successful lawyer, when called to the beneh; and he is often compelled to revise and reverse his pre~ vious views adopted in the hurry and excitement of active life, without the sanctions of the judi- cial oath. se]e- ‘The trades’ unions of the country have Yocn some of the trades are striking for higher wages or for the eight-hour law. A general strike is now in progress amongst the painters of that city tor am increase of pey from $3.50 to $4 per day. The journeymen tailors also propose to strike for am increase ot wages; and the cabinct makers for a redaction of time from ten to eight hours per day without proportionate reduction of wages.
