Still undispetled are overshadowing clouds of dark- ness and doubt in which his unexplained depar- ture from the busy and exciting scenes that so lately knew him, bat know him no more, is in- volved. As very natarally might be looked for under the circumstances, olin nbn yaond rumors are afloat. Some that the pro- longed cerebral excitement consequent upon his prosecution of the liquor merchants—the victims of his grand wholesale raid some two months ago—and utter failure to make out a single case thus far against any those arraigned for examination in the United States Com- missioners’ Court here turned his brain, and that, bereft of reason, he has leit the city an irresponsible and unconscious wanderer he knows not where. Others allege that broke the camel's back—the final fatal pressure upon his brain and nervous forces, de- stroying is mental equilibrium, was his removal from office. Still others insist that nervous pressure and disquietude have nothing to do with his absence. They say he is a defaulter to a large amount, and has fied the city to escape the mortification of an exposure of his malfeas- ance. In opposition to this it is as distinctly and positively proclaimed that his accounts are per- fectly exact and correct. Such, briefly, are the counter stories and statements in active circula- tion. He wasseen here as late as Wednesday. Some are of the opinion that he is concealed in the city, but this opinion is very little credited. All the European steamers leaving yesterday were closely watched in hopes of obtaining sowe clue to him, and anything looking like tempt at disguise was rigidly investig: none of the disguises revealed Mr. Bail of suicide are thiown out, but no one pays any attention to them. Large numbers congratulated him yesterday on his appointment, and his ehvice ior the position is suid to find very general favor in the district, while publie opinion as to the re- moval of Bailey all runs one way. A closing biographical paragraph of the miss- ing ex-eollector will not be ill-timed. He was born at Hopkinsville, N. H., in 1802, and is now in his thirty-eighth year. ‘In 1861 he was ap- pointed clerk in the oifice of the Secretary of the ‘Treasury, and was subsequently made station- ery clerk in the Treasury Department. Two years later he was appointed special agent of the Treasury Department in this city, and in 1865 was given the position of collector of the fourth internal revenue district in this city, which position he held until last May, on his appointment of collector of the thirty-second district. He has a wife and two children living in 22d street. His wife is said to be lying very lof brain fever, caused by his flight, the first and only intimation of which was conveyed in a letter addressed to his brother-in-law, Mr. Vail, one of his principal deputies.” ‘A dispatch from New York last night says :— “The avsertion is made that he converted $60, 000 to hisewn use in January, 1867, while Col- lector of the Fourth District, which had been collected as bonds on several hundred barrels of whirky, said to have been transported to Calfor- nia, but which, it is believed, were never ship- ped. Charges are also made that about the same time he seized the rectifying house of one Kerr and held it for 20 days, and released it upon the payment of $20,000, of which Kerr subsequently Teceived about $13,000, and that two years ago he received $32,000 from Jones & Co., to settle a case of seizure, of which the Govern- ment got only $7,500. Also, that there wasa deticiency in his aecounts while Collector of the Fourth Distriet of $43,000 and an additional de= ciency in the Thirty-second District of $69.00. rt says that yesterday afternoon that all 1; jailey left a memorandum behind acknowledging bimself a defaulter.
