a CONGREMEIONAL. Goneiusion of Yesterday's Proceedings. SENATE_—After our report closed— ‘The Georgia bill was discumed by Messrs. =— Williams, Stewart, Howe, Sehurz and The question was then announced by the Vice President as on the amendment of Mr. Merton, | Tepealing that partof the army actot which forbids the reorganization of | the militia of the late rebel States; which was agreed to. TROOPS FOR THE SOUTH. The question then recurred on the amend- mentof Mr. Drake, providing that the Presi- = shall, foe bande jaisition of the States, asa gmlature the Southern United States reaps into any py sy district, and the troops shall subsist on the trict where they are quartered, and all distarb- ers of the peace who are arrested shall remain im custody of the military until their disposed of; and in case no United States troops are available, the militia of the State shall be called out im the service, and under same conditions as if they were United States troo} Mr. Drake advocated his amendment, de- claring that there was “ grip” in it, and he so ‘intended im to be; as it was now, when these troops were sent it was at the of the Government, bat the rebels # be made to subsist them. HOUSE.—After our report closed, Mr. Cooks’ substitute for the Senate bill to amend the usury laws of the District of Columbia, was debated at length. DEBATE ON THE DISTRICT USURY Laws. ‘Mr. Ingersoll (111) said laws relative to usury were far bebind the age, prescribing any rate of interest whatever. He did not thivk this matter should be limited. Give us plenty of greenbacks, and we will hear no more of usury and usurers. We had com- menced by making black-backs free; now we were making grey-backs free, and he | Sayre that we should make green-backs free. (Laughter-) Mr. Cook.— How about the red-backs? Mr. Ingersoll was afraid they were to be ex- terminated. Buthe wanted the experiment to be tried here of making money free. There was as much sense in passing a law declaring bow much 4 barrel of flour should sell for, or how much a man should sell his grain for, as to declare by legal enactment how much should be obtained for mone Mr. Kelsey said he had an old fashioned opinion that ali power should not be left in the hands of the capitalists. He would therefore move to make the amount seven per cent. Mr. Mungen (Ohio) thought six per cent. was enough, and he wanted it fixed at that. Then money would find its way into legitimate chan- nels. Mr. Kerr advocated the greatest freedom as to the disposal of money. He said all these laws were inoperative, and failed te protect the borrowers, for, in spite of all laws, lenders dis- posed of their money as would best suit them- selves and the circumstances of the borrowers. ‘The fact was that all these restrictive laws ope- rated badly for the borrower, for om account of the great risk to the lender he generally added three or four per cent. | He thought this bill one which should be adopted, although he would favor more freedom in the matter. Mr. Scotieid (Pa_) advocated the bill. Hesaid the same system had been tried in Pennsylva- nia, and had been found to work weil there. ‘Mr. Morrill (Me.) was a six per cent. maa, but he thought this was an exceptional case, and as Maryland and Virginia char, greater rate Of interest, the District of Columbia should be allowed to de so. He was informed that there were money-lenders here who were c! ten per cent. a month, and unless this bill was passed the borrowers here would be left to the mercy of the sharpers who had money to lend. Mr Coburn (Ind.) expressed himself in favor of all: wing ten or even twelve per cent. by con- tract. Men would not loan money at six or eight ;er cent., and if not allowed to ask more they sould evade the law somehow or other. lic. The amendment was rejected on a vote by tellers—ayes 35, noes ‘The House then, by a vote of 101 to 17, ordered the bill to be read'a third time, and it was then a. > RAILROAD. Mr. Stone (Md_) reported a bill to amend the act to construct # lateral branch of the Balti- more and Potomac Railroad. Mr. Stone an amendment to the Sen- ate bill, te strike out the second section, so as to allow the read to commence at 4th street east and South A street, along South A street to the south bank of the Canal; to South Ca; tol street, thence northwesterly to Virginta ave- nue; along Virginia avenue, South G and West Ninth street. oe ee oe tended to February 1, 1875. P: ‘THE DISTRICT JAIL. Mr. Stone, from same committee, reported back the bill authorizing the construction of a jail in the District of Columbia. Mr. Coburu (Ind.) made the point of order that the bill made an appropriation, and must therefore go to the Committee of the Whole on the state of the Union. The point of order was sustained, and the bill went to the Committee of the Whole. OTHER DISTRICT OF COLUMBLA BUSTEAS. Mr. Stone also reported upon Senate bill to continue in force the eharter of the Potomac Fire Insurance Cotapany in the city of George- town. Passed.
