Halcrow, which left New York on the 2th of January last, and ‘Halifax two days afterward, arrived at Queens- town at one o'clock this having conse- ‘Wednesday of the season, between the hours of 2and5 p.m. And now comes a cry from the West that Congress should put forth its undoubted con- Stitutional power to carry lines of railroads, or ©f commercial communications of any kind, over State lines, in spite of any obstructions which States may put in the w: ‘The city of Cincinnati wants a railroad to Chattanooga. The State of Ohio has a benifi- cent free railway law, under which the right to build railroads is as free as air, but Ken- tucky stands in the way, just as Maryland stands in the way of railroads to the national capital, and the result is that through the influence of Louisville, the Kentucky Legislature have re- fused a charter fora road through that State from Cincinnati to Chattanooga. Under the hide-bound, restriction policy of Maryland and New Jersey, Kentucky has but 800 miles of railroad in a State with 38,000 square miles of Surface and 1,300,000 people, while Ohio, with about the same extent of surface, has under her Hberal railroad laws 3,200 miles of railroad; and is proceeding with the construction of 500 miles more. A writer in the Cincinnati Gazette, taking this dog-m-the-manger policy of Kentucky as a text presents @ conclusive argument to show that Congress, under the first article of the Constitution—where it Is authorized t “regu- late commerce among the several States’ — has the power to deal with everything, from a ferry-boat to a railroad; and not only to charter a railroad across State lines, but to em- ‘This doctrine is in accordance with our theory Of government, which is opposed to all monopo- | ly restrictions and lines calculated to abridge | power any particular corporation to make one. | | forty-five days. The news has created the most profound ex- citement, both here and at Liverpool, where the public interest had worked up to an immense pitch. Business, at this hour, is almost entirely suspended in the stock exchange and the gene- | ral markets in both cities in the eagerness to gather the particulars, which are as yet entirely wanting. The telegraph lines to Great Britain are not working well to-day, owmg to the prev- alence of a storm. The City of Antwerp, which left New York on the 5th instant, arrived at Queenstown at half past four this morning. ‘This sets at rest the apprehensions expressed in some quarters that the first announcement of the arrival of the City of Boston was a mistake, for Antwerp dispatches, received thus far, are explicit that the City of Boston arrived at ono o’clock, and the City of Antwerp at half-past four. A CRUEL HOAX. The City of Boston Has Not Been Heard From. {Third Dispatch.) New York, March 16.—The reported arrival Of the City of Boston is false. Within the last month other parties ef colored laboring men with their families have gone from here in the same direction, and the move- ment seems to be part of a pretty extensive cur- rent of emigration south. The returns of the cotton, sugar and tobacco crops have put the South in funds, and the result is an activity in trade and enterprise at- tracting a large emigration in that direction. ‘Thousands of negroes are leaving Virginia and ‘Tennessee to find homes in the cottou and sugar States. While this active movement of colored People towards the cotton belt is in progress there is an equally marked white movement to- ward the new lands of Arkansas and Texas. In the first two months of this year three thousand laborers passed over the Illinois Central Rail- road to the Gulf States. The cotton crop of 1359 Was large and valuable, and that of 1870 will be €veu more valuable. It will give the South the means to command and control any market. In | addition to these staples the South has diversi- fied its agriculture, and is providing for more of its wants than it formerly did. It, therefore, has more money to spare. The new freedom ot } the blacks, too, makes thousands of new pur- chasers, and increase the demand for the man- ufactured gods which the North produces so adundantly. Southward the star of empire takes its way! — ee It is apparent that the practical effect of the recent decision of the Swpreme Court that greenbacks are not a good legal-tender for debis contracted before February, 162, is to be much more limited than was supposed.
