MILLER Deputy Quartermaster General, and for several years on duty in this city, died at the St. Charles Hotel, in New Orleans, of of the lungs, yesterday morning at 10 o’clock. GEN. A Governuest Eupiore. TREASURY OPERATIONS DURING THE Past Werx.—The amount of mutilated bank notes burned during the past week was 231,790, making the total amount burned to date $21,020,589. The amount of y issued for bills destroyed was $279,340. The balance due for mutilated notes is $139,069, and total amount of national bank currency out- standing at this date is 299,692,919. The amounts of securities held by the Treasu- rer of the United States in trust for National Banks, reported to-day, were as follows: For notes, $342,367 350; for Spas of 17 453,500; total, $359, joven the week to U.'8. Dispatches have been received at the Navy Department frou Kear Admiral Poor, Com- manding the North Atlantic fleet, dated Cape Haytien, February 12th, The United States steamers Severn and Dictator arrived at Port au Prince on the %th of February. Admiral Poor had called upon the Provisional President and after the usual exchange of courtesies, ac- quainted him with the object of his visit to that port. The President summoned his Cabinet and the Admiral explained the instructions he had received from his Government, namely: That negotiations were pending between the United States and San Domingo, and while they were pending this Government had determined with its whole power to prevent interference on the part of the Haytien or any other Government with that of the Dominicans, and if any attempt should be made upon Dominicans during the ms under the Haytien or any other flag, it would be regarded as an act of hostility to the United States flag, and would provoke hostility in return. The President and Secretary of State of Hayti then expressed the hope that the triendly relations now existing between Hayti and the United States would not be interrupted, and that while they were aware of their weak- ness they knew their rights, and would main- tain them to the best of their ability, and that they must be allowed to be the judges of their own policy. Admiral Poor afterwards learned, unofficially, that the authorities were displeased with what they considered a menaceon the part of theU.S.Government, accompanied with force. The day before the arrival of the Severn at Port au Prince a rumor was in circulation in the town that a collision had occurred at Cape Haytien between the Nantasket and the Haytien man-of-war Terror, late the Pequot, in conse- quence of the protection given by the former to the American Consul. It was also reported by the two pilots who brought in the Severn and Dictator, but {the two accounts did not agree. An investigation by the Admiral proved the rumor to be without any foundation. The fol- lowing Haytien vessels were at anchor at Port au Prince :—Maratanza, Quaker City, Alexan- da Petien, (Galetia,) and Mount Vernon, a transport. Territeries.—Arizona, $11,315.21; Colorada, $60,998.26; Dacotah, $10,900.14; Idaho, $78,105.69; Montane, $64,336.33; New Mexico, $43,615.43; Utah, 967,971.40; Washington, $49,367.43; Wy- oming, (first reported in June, 1869,) $5,106.50. Total, €391.717.39. District of Columbia—@446,045.18, or $54,327.79 more than the total of all the Territories. The following States all pay less than this District :—Arkansas, $144,985.75; Delaware, $425,106.47; Florida, $71,699.13; Kansas, $244,- 763.89; Minnesota, #363,337.80; Mississippi, $194,- 129.47; Oregon, #17 1,898.09; Nebraska, $161,348.43; Nevada, $229,577.13; South Carolina, $353,860.11; Vermont, €318,672.56. The following was the population of this Dis- triet and the Territories in 1868, according to estimates of the Bureau of Statistics, furnished by Mr. Young. of that bureau, which are no doubt nearly correct :—District of Columbia, 124,965; Arizona, 7,414; Colorado, 44,482; D: tah, 24,620; Idaho, 15,742; Montana, 22,803; New Mexico, 98,216; Utah, 131,710; Washington, 2,100, Wyoming not given. It will be seen that the District of Columbia paid into the United States Treasury during the fiscal year ending June 30, 1969, $54,371.79 more than all the Territories combined and more than either of the eleven States above named, and that the District hai more popula- tion than either of the ‘Territories, save Utah, in 1868. It is safe to estimate the present popu- lation of the District of Columbia from on: hundred and sixty thousand to one hundred and seventy thousand. Let the people of this Dis- trict read and ponder over the above statements of official facts, and decide whether they are not strong arguments in favor of a Territorial government for this District.
