EVENING STAR. — WASHINGTON OITY: WEDNESDAY. -Mareh 9, 1870. “Reading Matter on Every Page. Receptions, The next reception of the Speaker of the House will be on Friday evening, March 18th, from 9 to 11 o'clock. Mrs. Blaine’s receptions will be held every ‘Wednesday of the season, between the hours of 2 and5 p.m. The Little Joker. ‘The City Hall opponents of the plan of sel” government for the people of the District have been a zood deal d-moralized over the unmts- takeal .c signs that Congress is disposed to pass tha: measare, and their alarm culminated when the report reached them that both the Senate and House committees were prepared to repo:t unanimously in its tavor. Something must be done, and that speedily; and on Monday morning the “ring” by various expressive nods, winks, and «miles indicat» to ‘one another that the plan had been concocted whereby to kill the Territorial bill, dsad, de ul, dead,—dead as herrings that are red! And when they went up before the Senate commit- tee that day the little joker speedily made its appearance in the shape of a pruposition t> Postpone the matter, take it out of the hands of Congress, and have it submitted at a spe- cial election in October next; only those to be permitted to vote who shall be pat on the June list by the Board of Registration. ‘This dodge is in keeping with the whole schem> of evasion, misrepresentation, pettifogging aad delay set up by the opponents of self-govern- ment. Now they resort to what is called in Congress fillibustering tactics—the attempt to defeat a measure by dilatory motions, and every Species of unscrupulous hindrance to action. They want, in the first place, to stave otf action—to gain time—an‘l hope that if the q2es- tion ever is submitted to the people they can defeat it by appeals to ignorance and prejudice, as Senator Hamlin blantly told them, an! | by loz-rolting to combine an opposition to it | of all those a:saffected with individual sections. | ‘This was the manner, it will be remembered, in | which the revised cols for the District was | killed, after it hal been prepared with great | care under the direction of Congress. From the present temper of the people we | imagine that ne doviges of this sort will pre- ¥ail to defeat the plan of sel: government, it svbmitted to them. This is a common- sense, business-like reason, the force of which anybody can see, and it must be accepted as good so far as Mr. Rosa and his associates are concerned. But it does not relieve our pockets any. The practical effect upon that sensitive nerve is that the people of Washington and their winter visitors are taxed from fifty cents to one dollar extra every time they attend a first-class entertaimment because we have no proper building in which they van be given. Now, where is the company specially chartered by Congress several years ago for the purpose of ‘building a suitable Opera House or Academy of Music in Washington? Not soon enough, in fact; for now we | have information from New York that one of | the collectors in that c'ty is short in his cash | somewhere from $30,000 to $70,900,—the defi- | clency existing in the fund arising from stampe, | fold but not accounted for. The explanation of | | the affair is that the money was embezzled by adeputy collector, who has fled to Europe, and \ who concealed his operations for nearly a year by not sending forwardt the office here month- ly report No. 72, which would show the condi- tion of the stamp account, although this state- ment bad been regularly made out and signed for transmission by the Collector. Of course, the Collector or his sureties will be held for the deficiency —theoretically, at least, for not one bond in ten ot defaulting officers is ever prose- cuted to recovery. But the question arises in this case, as tt has in many others previously, how far is Government itself responsible for the loss? But for its own laches the loss could never have reached anything like its prosent | Proportions. The fact that the reports did not | come forward regularly was notice to the office | here that something was wrong; and the subor- dinate who failed to take advantage of that no- | tice was criminally negligent, and should at \cast be made to surrender his office to a more Vigilant successor. What the rule of law may be now we don’t know, but bye and bye, when the relations between government and goy- erned are better defined, some learned and up- right judge will be deciding that where the Gov- ernment fails to exercise “due diligence for its own protection the sureties of a defaulting of- ficer cannot b» held for losses sustained in such eases. There is one thing our city authorities can give their attention to with much more credit to themselves and far greater acceptance to the community at large than endeavoring to defeat the proposed change of government in the Dis- trict, and that is increasing the supply of water for the city. At present most of the houses sit- uated on high ground are without any of that wuch needed element on their upper floors for @ majority of hours in the twenty-four, and not & few of them have but a limited supply on their ground floors for a large portion of the time. If this state of things exists now, when the streams are full and the consumption in the city is comparatively light, what may we not | expect in the way of deprivation and inconve- | nience next suinmer, when both the legitimate demand and the per centage of waste are so much greater than in the winter season? Un- less something is done im this matter before the dry season commences, and unless some steps are taken also to prevent the criminal waste in these sections of the city where the flow is strong, one half of the families in Washington plest culinary and sanitary purposes before the summer fe half gone. The citizens of Baitimore have thus shown their opposition to monopolist, and expressed themselves in favor of the immediat- construction of another line of railroad to the } coal regions of Maryland.
