Receptions. ‘The next levee of President Grant will be given on Thursday, the 2th inst., between the hours of § and 10 p. m. Mrs. Grant's receptions will be held every ‘Tuesday during the season, between the hours of 2and 4p. m. Secretary and Mrs. Belknap have issued cards for receptions for February 19th and 2th, at 9 P-m. No. 3 Maitison Place. The receptions of the Speaker of the House of Kepresentatives will be at his residence, 408 Fifteenth street, from 9 to 11 o'clock on each Friday evening of the season. Mrs. Blaine’s receptions will be held every Wednesday of the season, between the hours of and 5 p. m. — —+20e- ‘The Philadelphians propose to test the policy of making education compulsory. The Board of Comptroliers of the public schools of that city has perfected a bill in relation to compul- sory education, which applies to all children in the city between the ages of eight and sixteen who do not attend private or parochial schools. It 's estimated that there are at least 20,000 children in Philadelphia between six and eight- een years of age who lo uot aticnd any school, and who d» not receive any instruction either in reading or writing. I+ is said that in Prussia every chiht is competied by law to attend school, but it must be alse said that in Prussia there is a school for every child. This is not the case, it seems, in Philadelphia, as there are now, ac- cording to a statement made about a month ago, several thousand children whose names are entered at the public schools who are waiting for admission, but who cannot be received be- cause there are no accommodations for them. In Washington it is also the case that there are many children unprovided for in the Public Schools; but the difficulty here is that the city 1s 80 burdened by the host of contraband children brought here by the war, and by the large num- ber of children of Government employes, that it can scarcely stagger under the load of taxation requisite to keep up the present school system. For it must be remembered that the parents of neither of these classes of pupils pay any taxes | for the support ef our schools. It may be re- marked further that Congress, while voting large amounts for the support of schools every- where except in the District of Columbia, has added to this*injustice by depriving us of @ portion of our own school income at the very time this heavy additional burden was thrown upon us. Of course it was done unwittingly; but yet it was done. In order to give the right of suifrage here to the contraband population so fully that none should be debarred from the privilege of voting, Congress deemed it advisable to do away with the poll-tax upon voters. Now, this pull-tax was by law devoted to the support of the public Schools, and thus Congress, probably without the slightest idea of the result of its action, swept away every vestige of this school tax. ‘Of course with the enormous increase of school expenses from the floating population thrown upon the city, the poll-tax would not now go very far towards the support of the public schools; but yet it was an element of some im- portance, and the city was deprived of it just at the time when most needed. In view of these enormous burdens thrown upon this city simply because it is the seat of Government, we do not see how Congress can hesitate to pass the bill before them donating to this District a portion of the public lands for school purposes, such = granted to all the States and Terri- tori ———_-+-- —___. The French Government may ryt congratu- late itseif upon its easy and almust bloodless victory over a short succession of street riot<, more mischievous, perhaps, than malignant, in which the ringleaders were half-a-dozen con- spirators and theatrical fanatics. But the ques- tion is, whether the Liberal Cabinet is not spend- ing too much time in repression that is not needed. The prosecution of M. Rochefort, for instance, has compelied the Ministry, in spite of many truly liberal acts, end of unexceptionable Protestations of allegiance to the caus: of lib- erty, to lean more and more upon that offi- cial majority which belongs to the old regime. Hence has arisen a false position, made falser still by the prevalent and plausible suspicion that in prosecuting M. Rochefort the Minister ‘was seeking favor with the Tuileries, and that in deferring to next year a new electoral law and other measures imperatively demanded by liberal opinion, he was unduly couciliating “‘the Mammon of unrighteousness.” But at this distance perhaps we can hardly judge with fair- ‘ness, and it is due to the Ollivier Ministry that they shall have time granted them to show how far they will undertake to carry out their prom- ises of giving constitutional liberty to France. ———__—_<sen+ Governor Bowie of Maryland, yesterday sent a numberof appointments of State officers, In- spectors, Magistrates, etc., to the State Senate for confirmation. N.C. Robinson is appointed iuano Inspector; R. ©. Mulliken, B. Allen Welch, Daniel Kent, G.W. Mauro and Nicholas D. Wheatley, Inspectors of Tobacco; D. C. Biackiston, Inspector General of Grain; and Samuel Dickinson, Inspector General of Flour. Lew Turner, Sr., is made Weigher of Live Stock. John T. Farlow, the present Marshal of Police, has been appointed a Justice of the Peace, and nearly all the present incambents of these positions have been retained. Thomas G. Pratt, T. H. We most earnestly urge them to stop looking to the Government for favors and de- pend upon themselves. Let them resolve to pave their own streets, pay their own police, support their own poor, and ask Congress to mind their own proper business and let them alone. Then let them introduce several branches of manu- facturing industry, and train up their children to productive labor instead of rearing them to the degrading erattof office-seeking for a live- liheod. The youth, who was fifteen, was apparently a bank-boy, and carried in his hands one of those precious tin boxes which burglars and highway robbers so much affect.
