Dory Pratt says, in reference to Horace Greeley’s efforts to have the case of Fitz John Porter re-opened, that he would bet his bottom dollar that if a petition was in circulation from distressed dealers in brimstone to uuchain the devil, Greeley would head the list. ‘Tu Moxancn—Capt. SENATOR CHANDLER to-day made a very strong speech against allowing the Fitz John Porter case to be re-opened. It is generally conceded that the speech was very damaging tu General Porter. Mr. Chandler was on the Com- mittee on the Conduct of the War, and he wae ible therefore to-day to sapply a great dea! the interesting and striking inside history of the cam! of Pope in Virginia, and the matters which led to General Porter being cashiered. Misstssirrt—As soon as the President signs the bill admitting Mississippi, General Sherman, will issue an order transferring the State to the civil authorities. Mississippi heretofore has been designated as the 4th Military District, but by the forthcoming order it will be added to the Department of Louisiana, under command .of Brevet Major General Charles H. Smith, and be a portion of the Military Division of the South, under command of General Terry. Tre Horsr District Commrrree will, it is understood, select some of the bills before them of general interest and which will be least likely to elicit opposition, and bring them up for action at the earliest moment. Among the tirst bills to be pressed to a vote will be an act au- thorizing the general incorporation of compa- nies, &c., in the District, anda bill providing a Police Court for the District. It is thought these two bills, at least, can be pushed through without trouble. The usury bill passed by the Senate will probably be amended in the House by legalizing ten per cent instead of eight, on special contracts. FINANCIAL OPERATIONS OF THE GOVERN- MENT.—On the 4th proximo fifteen and a-hali millions of dollars will be required to pay the semi-annual instalment of pensions falling due at that date. This sum will be forwarded to the Pension Agents throughout the country, and will redwce the currency balance on hand to a very sma]! amount; in consequence of which it is probable that but few bonds will be pur- chased for the sinking fand during the next month, and none to be held subject to theaction of Congress. The semi-annual interest on the 10-40 bonds, amounting to three million two hundred and eighteen’thousand dollars in coin, falls due on the Ist proximo. They reviewed all the evidenc: eNecited in the case of Congressman B. F. Whittemore. of South Carolina, and were unan- imons in agreeing that he was guilty of th charges alleged against him. -Mr. Whittemore’. own admissions showed that he had disposed 0: 4 Cadetship tor a certain sum of money. In view of this fact the committee agreed to repor a resolution to the House recommending that Mr Whittemore be expelled from Congress. Sypher appeared be- fore the Military Committee this morning, and asked leave to examine fhe testimony of Mr. E. P. Brooks, implicating him in the proposed sale of Cadetships, which was granted, and after ex- amining ithe declared that it was exaggerated in many respects, but he did not deny the main facts.
