The next levee of President Grant will be given on Thursday, the 2ith inst., between the hours of 8 and 10 p. m. Mrs. Grant's receptions will be held every ‘Tuesday during the season, between the hours of 2 and 4p. m. ‘Secretary and Mrs. Belknap have issued cards for receptions for February 19th and 26th, at 9 F-m. No.3 Madison Place. ‘The receptions of the Speaker of the House of Representatives will be at his residence, 408 Fifteenth street, from 9 to 11 o’clock on each Friday evening of the season. Mrs. Blaine’s receptions will be held every ‘Wednesday of the season, between the hours of 2and 5 p. At the Russian Legation, Madame de Cata- eazy will receive on Thursdays, from 2 until 5 Pp. m. We are requested to state that in consequence f Me. de Garcia's severe illness she will be un- able to continns her receptions. —-.02- ‘The effect of the Supreme Court decision on legal tenders has been very slight, ag was ex- pected. Many parties who have been receiving currency interest on contracts prior to 1862 will not find it for their interest and so are not dis- Posed to insist on the payment of gold hence- forth. The New York savings banks profess to hold but few mortgages back of 1862 and will not demand goldevenon those. The life insur- ance companies have also decided to accept cur- rency. Some are disposed to question whether the coupons of a bond executed prior to 1362, covering the interest say from January to July, 18T0, t# a part of the original contract, and therefore atfected by the decision. The interest is certainly a part of the original contract, else the latter would never have been executed. Kents on old leases come under the same cate- gory. Of the States, Missouri has already had up the pay it of gold interest in her Legisla- ture. An esteemed friend, in correcting the error into which our reporter fell, expresses the opin- ion that we were too severe on the self-important personage. We think not. Whether their pro- ceedings shall be given to the public or not, is fairly asubject for consideration by the trustees, but when it has been decided that they shall or may be published, for their subordinate to dis- criminate between newspapers in the matter of furnishing information in which the public is interested, is a piece of supercilious insolence for which there is no excuse, and which demon- strates that he is totally untit for his position. it needs a man of broader views, more indus- trious habits, and bet.er breeding. —— +20e- Now that the Mississippi and Virginia entan- glements have been settled, Congress will have & yet more troublesome muddle to deal with in the case of Georgia. Of the Senators chosen Tuesday, Foster Blodgett, a well-known poli- tician, is elected for the term ending in 1877; Col. H. P. Farrow, the present Attorney Gen- eral of the State, for the term expiring in 1873, Joshua Hill claiming an election for the same term; and Mr. Whitely for the term ending March 4, 1871, for which Dr. Miller also claims an election. Mr. Whitely was the Republican candidate for Congress in the third district, but was defeated by his Democratic competitor, Nelson Tittt. The Democrats in the Legislature made no nominations for Senators Tuesday, and refused to vote. —————e--___ We noted the fact, yesterday, that Register Barnes, of Baltimore, sets down the liabilities of that city at twenty-five millions of dollars. ‘The Baltimore Sun calls attention, however, to the little “set off” of assets, the most of them Yielding a proper revenue amounting to $21,- 958.72. we certainly had no intention of using the item in any sense disparagingly to the credit of | Baltimore, for we consider that city to-day as having the soundest and broadest foundations Yor permanent growth and business prosperity, perhaps, of any city in the country; and even if her indebtedness, incurred in laying this satis- factory base, were not offset by revenue-yielding assets, we should hold it as an excellent invest- ment. ee ‘The other day we quoted from a significant article in the London Westminster Review con- ceding that Mr. Sumner’s speech on the Claren- don-Johnson treaty though severe was salutary, and new we have M. Rolin-Jacjuemyns of Ghent, one of the ablest publicists of Europe, insisting that, in the main point, Mr. Sumner was right. Mr. Sumner’s speech was a pretty bitter astringent following apon the sugary ut- terances of Mr. Keverdy Johnson. Thi report was yesterday submitied by the Board of Directors to the stockholders’ meeting, and lays over till April 12th. The report bears date An- napolis, December 13, 1869. The committee conducted their investigations in Cumberland, but they say Mr. Spates refused to meet them or countenance their proceedings. The first | eharge is in connection with about $x00, al- leged to have been furnished Spates by Isaac R. Mans, superintendent of the Georgetown division, ‘upon the request of Spates, to pur- chase an ice-breaker, and for which sum it | is alleged Spates forwarded a receipt dated Cumberland, December 3d, 1867, signed by Thomas She n, “for building, ironing, and Painting one ice-breaker for the Georgetown | division.” This receipt, it is alleged, Sheridan | repudiates and pronounces “a fabrication.” ‘The committec say ‘the ice-breaker which was | thus attributed to Mr. Sheridan had been built by the superintendent of the Cumberland divi- sion and paid for by that officer, and ba a ment allowed to him in his accounts.” They add that the effect of the transaction was to cause the company to pay twice for the same | ice-breaker. Another item in controversy is $400 out of an amount of 1,465.53, for work | done and ordinary expenses in November, Ini, | on the Antietam division of John Shay, and $1,000 for a scow, lumber, and paddle frames, expended at Cumberland. Other small sums are mentioned, in which, ranging from two hun- dred to two or three thousand lars, and the | items are specified in several cases. One case is cited in which the committee say | that “@ question being raised whether Mr. | George ~ Spates or his namesake, the Pre- sident, had received the money represented by two receipts, it becsme important to as- certain by whose vhose agency they were fabricated. ‘The report adds: [t was found upon examina- tion of them that they were in the handwriting ofa young man of excellent character, and an expert penman, employed in the office of the clerk of Alleghany county as a recor: Two of your committee sought an interview with Lim, and exhibited to hisa the receipts, infor: ing him at the same of the fraudulent pur- yOse they had Yeen made to serve. The Baltimore Sun, frou which we take these details, says :— We are in possession of a full eopy of the report of the committee of the canal board in reference to Mr. Spates, as above re- ferred to, and also of a dispateh from that gen- tleman asserting that the report is made in malice, and that he can show it to be so.”” On motion of Col. Berret, of Washington, D. C., @ resolution was adopted requesting ‘the | board of directors to fund all the overdue cou- pons upon the preferred debt of the company.
